Minutes for July 11, 2022

Chair Papp called the meeting to order at 1:00 pm. 

Vice Chancellor Rob Cramer reported on the Board of Regent’s June meeting where significant policy changes were made regarding approve of private for-profit contracts for research, clinical trails and fee for service. The UW-Madison Chancellor can now approve contracts up to $5 million, the UW System President can approve contracts between $5 and $10 million with Regent approval needed for contracts over $10 million.

The compensation strategy for the 2022-23 fiscal year was announced in late June with a total of $28 million. This year’s money goes largely towards addressing salaries and wages for academic staff and university staff and bringing them up to market. Faculty will receive over $5 million in funding. 

The postdoc absence with pay policy went into effect on July 1. Vice Chancellor Cramer will be launching the search for the Chief Human Resources Officer in early August of this year. Governance groups were asked to provide nominations.
Papp motioned, and it was seconded, to convene in closed session pursuant to Wis. Stats. 19.85(1)(c) and (f) to discuss rule waivers and grievances at 1:15. A tenure clock extension was approved.
Papp motioned to reconvene in open session at 1:37.

Secretary Heather Daniels referred the UC to the Family Leave Report and the report from Eric Sandgren on UW System. He participated in a strategic planning session with UW System President Rothman. The announcement about Chancellor Blank’s cancer diagnosis was shared. A small subgroup was identified to determine whether the Chancellor memo to Extension violated any policies and procedures. Medical students seeking training on abortion will need to complete that training out of state.

The minutes for the meeting of June 20, 2022 were approved.    
Interim Chancellor Karl Scholz reported on the addition of UCLA and USC to the Big Ten in 2024. They will also likely join the Big Ten Academic Alliance. Regarding implications on campus from the overturning of Roe vs Wade, there will be no changes at University Health Services. Mostly there is a lot of unknowns in regards to how this will affect college decisions and regulation of contraception.  

Interim Chancellor Scholz provided an update on how UWPD prepares for gun violence including instruction. There is a large network between UWPD and local, state and national networks. A threat assessment teach has existed for at least 10 years. There is also a behavioral intervention team that is focused solely on students.

Interim Provost Diana Hess reported that housing will be able to accommodate the increased enrollment, which is still expected to be larger than anticipated. Deans received a memo about supplement funding due to the increase of the student body.

Papp adjourned the meeting at 3:00.
