University Committee Meeting Minutes 2023-04-17

Chair Papp called the meeting to order at 1:00 pm.

Rob Cramer, Vice Chancellor for Finance and Administration, said a new travel manager was recently hired and working on making more information available and assisting employees with booking travel. This person will also be looking into travel issues that have been surfacing.

Administrative Transformation Project (ATP) are completing their customer confirmation sessions. There has been a lot of enthusiasm expressed for what the new system can do. ATP provided an update to the Board of Regents in March and expect to begin user training in March of 2024.

RAMP, the research administration system, is still planning to go live in June of 2023, and training will begin in May.

The minutes for the meeting of April 10, 2023, were approved.

The annual faculty salary comparison memo is out and associate and full professor salaries have remained in the same place as last year. Assistant professor salaries declined from 4th place in the UW-Madison peer group to 6th. DAPIR finalists are coming this week. Eric Sandgren sent an email update on the UW System reps. They are working on a shared governance at the UW System level and also working with UW System on revising the copyright policy.

Jack O’Meara, PROFS, indicated they are continuing to work on paid family leave. The MIA bill is moving through the legislature, and the Chancellor Blank resolution is up for a vote tomorrow. Michelle Felber, PROFS, shared they are working on a state budget forum that is set for May 2 at 4 pm in the Wisconsin Idea Room in the School of Education. Crystal Potts has agreed to be on the panel.

Bill Karpus, Dean of the Graduate School, discussed the need to continue to increase stipends for graduate assistants. While this year’s 10% increase is a good start, more needs to be done if UW-Madison is to remain competitive. There was a discussion about whether to remove the 9th month RA/PA appointment type. The University Committee thought this could cause problems depending on the discipline. He is also indicated there was serious consideration about bringing back the competitive counteroffer program. There have been indications this program would have been useful this spring.

The University Committee discussed dual-role waivers. They plan to approach Bill Karpus and GFEC regarding evaluation of new degree programs to make sure instructional needs will be covered without the use of ongoing dual-role waivers.
