The meeting was called to order at 2:01 p.m.

The minutes of February 1 were approved.

General Reports

Lesley Fisher, Acting Secretary of the Academic Staff, reported that a small group of ASEC members met to begin drafting a charge for a working group to review academic staff professorial titles.

Liaison Reports

Donna Cole reported on the Academic Staff System Reps meeting. Student, faculty, and academic staff reps shared feedback with Universities of Wisconsin President Rothman related to the legislative agreement. Donna announced that UW-Madison will begin the search for a new secretary of the academic staff soon, and encouraged anyone interested in the position to consider applying. Several Universities of Wisconsin campuses have changed their governance structures recently to include instructional academic staff in the faculty senate.

Conversations are ongoing regarding paid parental leave. Implementation of a policy would be done in partnership with Universities of Wisconsin.

It has been a couple of years since the Title and Total Compensation implementation. The Office of Human Resources (OHR) was hoping to conduct a salary structure update last year but was unable to due to staffing changes on the compensation team. The salary ranges will be updated this summer using October 2022 Willis Towers Watson (WTW) and March 2023 College and University Professional Association for Human Resources (CUPA) data. Once updated, divisions must immediately raise the base salary of employees that fall below the minimum. Going forward, OHR hopes to update the salary structure annually in July using CUPA data from March of that year and WTW data from October of the previous year.

Regarding the November 2022 recommendations from the Ad Hoc Committee on Academic and University Staff Diversity, Equity, and Inclusion, similar themes have emerged from other reports related to DEI across campus. The Office of Equity, Inclusion, and Employee Well-Being is reviewing successful practices within schools, colleges, and divisions and thinking about how those practices could be incorporated into general campus guidelines to improve climate.

Business

  • ASEC Liaison Assignments

Due to the departure of Stephanie Elkins from the committee, ASEC discussed who will assume the liaison role for the Professional Development and Recognition Committee, Wisconsin Public Media CASI, and Librarians’ Assembly.

  • March Assembly Agenda

Interim Vice Chancellor for Research Cynthia Czajkowski will be presenting at the March meeting. There will also be a brief presentation by the Employee Assistance Office. Lesley will confirm with the Nominating Committee that the election slates will be ready.
