Policy for alcohol use by user groups at Upham Woods Outdoor Learning Center.

Rationale/Purpose of the Policy 

Wisconsin Administrative Code prohibits the use or possession of alcohol beverages on all university premises except as specifically permitted by institutional regulations.  The UW Madison Policy (6003) – ‘Specific Alcohol Beverage Regulations’ details how alcohol use and possession is regulated at UW Madison. Division of Extension has an exemption to Policy 6003, which allows alcohol use at Upham Woods Outdoor Learning Center. This Extension policy describes how Upham regulates and authorizes alcohol use by visiting groups.

Definitions

Alcohol beverage: Fermented malt beverages and intoxicating liquor. Wisconsin Statute § 125.02(1)

Visiting Groups: any group contracting with Upham Woods for programming, conference room and/or lodging. This includes rental groups, third parties and others such as University programs using Upham Woods facilities.

Youth Activity: Per UW Policy 1045 Youth Protection, An event, operation, endeavor, or activity intended for participation by minors that is operated by UW-Madison on or off campus.

Adult: A person 18 years of age or older who is not registered, enrolled, or engaging in a youth activity or a third-party youth activity as a youth participant.

Scope

This policy is only intended for use at Upham Woods when visiting groups seek a permit to be allowed to consume alcohol on Upham Woods property. Alcohol use at other Extension events will follow UW Policy 6003.

Policy Details

Adhere to applicable laws and policies:

Division of Extension and Upham Woods adheres to the UW Madison Alcohol Philosophy Statement as established in UW Madison Policy 6003.

 

All State of Wisconsin laws regarding alcohol are fully enforceable at Upham Woods. It is illegal for anyone under the age of 21 to possess or consume any alcohol beverage (liquor, fermented malt beverage, wine, etc.). Any person in possession of alcohol can expect to be asked for identification.

 

Sale of alcohol beverages is prohibited on all University lands and in all University owned or leased buildings.

 

Visiting groups seeking to consume alcohol at Upham Woods are required to sign and adhere to the Upham Woods Alcohol Beverage Service Permit. Upham Woods Executive Director will approve or deny permits.

 

Respect for other user groups:

At no time will alcohol consumption by participants be allowed to interfere with the work, comfort, or security of other Upham users. Individual guests who are under the influence of alcohol or other controlled substances and exhibit disruptive behavior or interfere with the work, comfort or security of Upham personnel and other guests will be asked to leave the property or reported to the appropriate authorities.

 

Hours and Location:

Alcohol can only be consumed at Upham Woods during predetermined hours scheduled and approved by Upham administration.

 

Alcohol may be possessed and consumed only in the Conference & Retreat Center; Dining Hall; Lodge; Nature Center; Dorm, Duplex and/or fire ring areas as specifically assigned to the visiting group. Possession or consumption of alcohol beverages outside these spaces is not permitted. Alcohol will be stored in a secure location (e.g., locked car or office) determined by Upham Woods Staff.

 

Type of alcohol allowed:

Beer and wine are the only alcoholic beverages permitted on site. Common sources of alcohol such as kegs, bowls, pitchers, barrels, etc. are prohibited.

 

Managing drinking age:

No alcoholic beverages may be possessed or consumed by visiting groups conducting youth activities.

 

Visiting groups with people under the age of 18 may possess or consume alcohol if the minor’s guardian is present.

 

Visiting groups will be required to have procedures in place to prevent consumption of alcohol beverages by people below the minimum legal drinking age (MLDA) such as requiring all attendees are above the MLDA, or ID checked for all attendees below age 30 and wristbands/name tags used to indicate age.
