Program Proposal: Basic Information

Program State 

The program state gives information on whether the program is active (open for enrollment), or in some other state related to enrollment. This question is available when the changes is greater than 50% (the answer to "Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). When changing the state of the program, additional questions on the form will open to further elaborate on suspend/discontinue plans. See Table 1 for the available selections for program state.

Active

The academic program is active and open for new enrollment. Most programs are in an active state.

Suspend Admissions

No new students are allowed to enroll, but currently enrolled students are allowed to continue in the academic program. The program will be required to submit a proposal to reactivate or discontinue. Do not use suspend admissions to indicate a non-admitting master's degree (see:Is this a non-admitting master's degree?)

Suspend, will be discontinued.

The academic program will be discontinued. No new students are allowed to declare, but currently enrolled students are allowed to continue in the academic program until the discontinuation term (see: What is the last term that a student could declare this program?).

Discontinued

The academic program will be discontinued in the selected discontinuation term (see: What is the last term that students may be enrolled in or complete the program?).

Reactivate

An academic program with suspended admissions proposes to reopen admissions and return to the active state. This is only available on programs currently in a 'suspend admissions' state.

Type of Program 

The type of program is a key question for the proposal. Most of the questions display based on the answer to this question. See table 2 for Types of Programs.

Degree/Major

The degree/major represents a student's primary area of study.

Certificate

A certificate program is a designated set of for-credit courses focused upon a specific topic or theme. Certificates give students the opportunity to pursue a subject of interest in a formalized way and to have completion of the course of study recognized on the student’s UW-Madison transcript. Certificates add opportunities for flexibility not available in majors and degrees.

Honors Program (Undergraduate only)

An honors program is a rigorous course of study within a student's degree/major (Honors in the Major) or school/college (e.g. Honors in the Liberal Arts, Honors in Research).

Minor (PhD and BSE only)

A doctoral minor is a 9-12 credit program designed to meet the breadth requirement of a doctoral degree at UW-Madison. Teaching minors are academic programs that are specifically associated with BSE degree/majors and the BS-Physical Education offered by the School of Education; they are not available to students enrolled in other degree programs nor for association with other degree programs at UW-Madison. These teaching minors include a designated set of courses that are focused on a specific topic and that prepare students to teach a particular content matter. Teaching minor requirements are developed in conformity with content guidelines established by the Wisconsin Department of Public Instruction (DPI) that are informed by standards set by state and national subject area educator organizations such as the National Council of Teachers of English and the National Council of Teachers of Mathematics.

Educator Certification

Educator certification programs provide a sequence of classes and other experiences that lead to recommendation for licensure in a particular subject area or administrative field.

Named Option

A named option is a formally documented sub-major within an academic major program. Named options serve as a convenient way to distinguish a distinct curriculum or delivery format within a major. A named option is NOT a new degree or major. Authorization by the Board of Regents to deliver an academic program is at the degree/major level.

Capstone Certificate (Special only)

For University Special (non-degree seeking) students who hold a bachelor’s degree or equivalent, a capstone certificate is designed to "cap off" undergraduate educational experience or to offer a focused professionally oriented educational experience.

Non-Degree Program (Special only)

A non-degree program houses students participating in for-credit academic experiences that do not lead an award.

Non-Degree Track (Special only)

A non-degree track is a formally documented sub-plan of a non-degree program. There is no formal curriculum associated with non-degree tracks. 

Parent Program 

The parent program is the degree/major within which there may be named options or other sub-majors.  A named option is a formally documented sub-major within a parent academic degree/major program. A parent program may have multiple named options; however,  undergraduate students may earn only one such option per parent academic degree/major program.  That is, they may only earn a degree/major once.  This is also the general rule for graduate programs but some exceptions apply.  The reason for this limit is that the Board of Regent authorization is at the degree/major level.  

Named options may not move between parent programs. To "move" a named option from one parent program to another, the named option must be discontinued in the first parent program and proposed as a new named option associated with the next parent program.

This field is only available when the program is a named option or a non-degree proposal.

Upload the Approved Notice of Intent and UW System Approval Memo 

The Notice of Intent is the first step in proposing a new degree/major. Planning starts with idea development among the program faculty and staff. In consultation with the home department and with support from the school/college, a Notice of Intent is drafted using the requirements at https://academicplanning.wisc.edu/new-program-development/.

Notice of Intent approval flows through the Lumen Structures form. The home department, school/college, Graduate Faculty Executive Committee (graduate programs only), and University Academic Planning Council signal approval within Lumen. After University Academic Planning Council approval, the director of Academic Planning and Institutional Research circulates the Notice of Intent to all UW provosts, other UW colleagues, and UW System administrators. The UW-System associate vice president for academic affairs reviews the Notice of Intent and renders a decision on the permission to plan. The approved Notice of Intent is uploaded to the Lumen Programs form as a part of the new degree/major authorization proposal. Proposers should upload the approved final version that is submitted to UW-System, found in Lumen Structures.

This field is available when the program proposal is a new degree/major.

Who is the Audience? 

This is another key question, which will display or hide questions based on the audience and career. See Table 3 for the relationship between Type of Program, Audience and Career.

This field is available when the proposing a new program, but the program is not a named option or track (degree/major, certificate, honors, minors, teacher certification, capstone certificates, and non-degree programs). When proposing a named option or track, the Parent Audience field will display indicating who the audience is; these cannot be different than the parent audience.

Home Department:  

Approved academic departments and department-like units are in the drop down list. The process for approving or changing a department or department-like unit can be found at https://academicplanning.wisc.edu/academic-departments/. Any adjustments to the home department are done through Lumen Structures. If changes are proposed to a department, they will not show up in this list until fully completed and implemented in SIS.

This question will always display, but is only editable when creating a new program proposal, or making edits greater than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). Changing this question will change the workflow of the proposal. If moving programs, the workflow will include the originating and new home of a program. 

This question is hidden when the proposal is a named option or a track, which cannot have a different department than the parent plan.

School/College  

This field auto-selects the school or college that the department is housed in. Only a single college can own a department. 

The School/College field displays for all programs except for named options and tracks. The Parent School/College field displays on named options or tracks. 

The program will be governed by the home department/academic unit as specified. Will an additional coordinating or oversight committee be established for the program? 

The answer to this question defaults to 'No.' This question is only editable when creating a new program proposal, or making edits greater than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). 

If selecting "No" the following question will open:

Describe procedures under which the coordinating/oversight committee will operate, including how the committee chair is appointed, to whom the chair reports, how participating faculty and staff are identified, provisions for transitions in the committee, and processes for interaction with the home department. 

This question only is available if the radio button to "The program will be governed by the home department/academic unit as specified. Will an additional coordinating or oversight committee be established for the program?" = Yes. This question is only editable when creating a new program proposal, or making edits greater than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). There is a 1000 word limit.

Is this in the Graduate School? 

This question is available when the proposal is new and the audience is not undergraduate. It is hidden when proposing a named option because the subplan inherits the plan values. The answer to this question results in a Common Attribute Framework (CAF) attribute being assigned to the program for graduate school program tracking.

Award  

This drop-down field lists the credential earned by completing the program proposal. Note: Master of Arts and Master of Science are individually transcripted with the major name, but since they are all either MA or MS they are lumped together for convenience. This field only displays when a program proposal is for a new major. If the credential is not in the list, select NEW and answer the following question:

Other Award Name 

When selecting "NEW" from the Award drop-down, this field opens. Do not use this for Master of Arts or Master of Science. Indicate what the new degree will be called. This field is only available on a new program proposal for a major. The maximum characters in this field is 30.

SIS Code 

This field is assigned by APIR after the completion of all governance approvals. Once assigned the Office of the Registrar will implement in SIS and the codes will be consumable for campus. The maximum characters in this field is 10.

SIS Code (BS) 

This field only opens when the Award selected is Bachelor of Arts and Bachelor of Science, allowing for Letters & Science majors to stay connected with one proposal. This field is assigned by APIR after the completion of all governance approvals. Once assigned the Office of the Registrar will implement in SIS and the codes will be consumable for campus. Transcript Title: 
The content in this field becomes the text that prints on a student's transcript. There is no need to duplicate the degree information, as that is indicated by a different field on the form. See table 4 for standard naming conventions.

Will this name change apply to all enrolled students in the same term (turn-key)? 

This field is editable when making edits greater than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). When the title of a program changes, it will either require a turn-key (name change happens all at once for all students currently enrolled in a program), or a new program proposal for the new name and a discontinue for the existing program (also referred to as a phase-in). The default on this field is "Yes."

Named Options 

This field displays on degree/majors. When a program has named options (or tracks), they will display in this field indicating the relationship. This field is not editable because it programmatically pulls the named options together from the data.

Will this be offered as an additional major as well? 

This question is available when the program type is a degree/major. It is only editable for a new program or when changes are greater than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). A named option proposal will display the parent's status of additional majors. 

If programs are looking to ADD an additional major to an existing program, they need to submit the proposal through Lumen Structures.

Explain the program's process for reviewing joint degree proposals from students. 

This field is required when proposing a new graduate degree/major where the intent is to offer an additional major. It is not editable when the change is less than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). 

Describe the reason for offering the program as an additional major. Include evidence of student interest and demand, how the additional major benefits the students' learning experience, and describe how the program has capacity in course offerings and advising to support the additional major. 

This field is required when proposing a new undergraduate degree/major where the intent is to offer an additional major. It is not editable when the change is less than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). This field has a 1000 word limit.

Provide information on which degree/majors it will likely be combined with most frequently and provide evidence that such combinations will not extend student time to degree beyond the standard four academic years.  

This field is required when proposing a new undergraduate degree/major where the intent is to offer an additional major. It is not editable when the change is less than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). This field has a 700 word limit.

Briefly describe the process the student follows to get permissions to declare the additional major from the primary degree/major and the additional major offering unit.  

This field is required when proposing a new undergraduate degree/major where the intent is to offer an additional major. It is not editable when the change is less than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). This field has a 300 word limit.

Will a doctoral minor be required? 

This field is available when the Award is a PhD. It is not editable when the change is less than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). This information should also be included in the Guide Requirements section.

Explain the rationale for the decision. 

This is a required field when the answer to "Will a doctoral minor be required" = No on a new program. It is not editable when the change is less than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO).

Describe the alternate breadth training resources that will be made available to/required of students.  

This is a required field when the answer to "Will a doctoral minor be required" = No on a new program. It is not editable when the change is less than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO).

Is this a non-admitting master's degree? 

This question is available when the program award is either a Master of Arts or Master of Science. It is not editable when the change is less than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). If the program is non-admitting, a Common Attribute Framework (CAF) attribute is assigned.

List the departments that have a vested interest in this proposal. 
 
Do NOT list the department owning the program. It is intended for departments outside of the plan/subplan department to receive an FYI notification about the proposal.
Who to include as a Vested Interest:
Each school/college and/or department that has a related field of study, has a similar name, or teaches courses that will be used in the proposed academic program has a vested interest in the proposal and should be listed as such by selecting it from the drop down menu. Schools and Colleges are listed in the drop down menu as are individual departments. When including departments, please also list the corresponding School/College.
Communication with Vested Interests:

Departments that have been selected as a vested interest will automatically be sent an email inviting comments on the proposal. This automatic email is triggered when the proposal is submitted to workflow. As such, if a proposal has additional vested interests added after it has already been submitted to workflow, it will not have an automatic email sent, making it essential for the proposer to communicate with that vested interest outside of Lumen Programs. 

In all cases the proposing unit should communicate with the  vested interest units via email, phone or in person, in addition to the automatic email to prompt review of the proposal and to seek concurrence.  The vested interest review can provide the proposing unit a response by entering a comment directly in Lumen Programs– this is the most straightforward approach.  Alternatively, the vested interest unit can provide an information email message or formal memo to the proposing unit.  In those cases, the proposing unit uploads the documents to the  Supporting Information section of the proposal.

Are all program reviews in the home academic unit up to date? 
This question is a radio button and is required when the changes are greater than 50%. Select either Yes or No depending on the status of your programs. Once a selection is made, it cannot be removed (you must either have yes or no); it can be changed between the two. This question resets for every new program proposal. It is not editable when the change is less than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO), despite looking like it must be answered. This question displays for everything except non-degree programs. The field has a 250 word limit. If program review status is unknown, contact your dean's office.

Mode of Delivery:  
Select the appropriate Mode of Delivery from the drop-down, options listed in Table 5. This question is available when the program is a degree/major, certificate, capstone certificate, or named option. It is only editable when the change is greater than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). The answer to this question will determine a common attribute framework (CAF), if appropriate. For more information about the CAF values, see this Knowledgebase.

Face-to-Face (majority face-to-face courses)

Face-to-face delivery is the most common option for programs. This allows for students to enroll in distance courses, but their primary interaction is in-person. For more information regarding the policy on Distance Education Programs, see this Knowledgebase.

Distance Education (>50% - 99%)

Distance Education greater than 50% must be approved through the appropriate governance channels, which includes levels beyond UW-Madison governance. This includes both for new program proposals and program change proposals.  Federal regulations and accreditation guidelines require that programs with more than 50% online courses/credits be noted as such. For more information regarding the policy on Distance Education Programs, see this Knowledgebase.

Distance Education (100% online)

Distance Education greater than 50% must be approved through the appropriate governance channels, which includes levels beyond UW-Madison governance. This includes both for new program proposals and program change proposals.  Federal regulations and accreditation guidelines require that programs with more than 50% online courses/credits be noted as such. For more information regarding the policy on Distance Education Programs, see this Knowledgebase.

Set at the named option level (parent plans only)

When a parent plan has subplans (named options), the information regarding the delivery mode will display at the children level. When this option is selected, the Common Attribute Framework (CAF) attribute is assigned for Distance Education is O. See this Knowledgebase for more information about what O means.

Provide information on how any lab courses required for the degree will be handled.  
This field is available when the answer to Mode of Delivery = Distance Education (>50% - 99%) or Distance Education (100% online). It is required only on new programs. The field has a limit of 350 words.
Will this program be part of a consortial or collaborative arrangement with another college or university?  
This question is a radio button with either a 'yes' or 'no' for an answer. It is available for all program types, except for tracks (available for non-degree only). The question is only available when the change is greater than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). The default answer is 'No."

This field is a Guide integration point. The content in this field displays exactly as written into the public facing Guide. The final formatting of this field is done by APIR. This HTML field only displays when the answer to "Will this program have outside accreditation" = Yes.
Parent has outside accreditation: 
This field is un-editable and only displays what information exists at the parent level. If information exists at the parent level, it does not need to be duplicated at the child (named-option) level.
Parent Guide Accreditation tab 
This field is un-editable and only displays what information exists at the parent level. If information exists at the parent level, it does not need to be duplicated at the child (named-option) level.
 
Will graduates of this program seek licensure or certification after graduation? 
This question is a radio button with either a 'yes' or 'no' for an answer. It is available for all program types, except for tracks (available for non-degree only). The default answer is 'No."

First term of student enrollment: 
This field is available when the program proposal is new or being reactivated. The field is a drop down. The first term of student enrollment selected will be the first term that students will be able to enroll in their courses.  If first term of student enrollment is beyond the available options, contact APIR.
When will the application for the first term of enrollment open? 
This field is available when the program is a new graduate degree/major, capstone certificate, or named option. The field is a drop down. The term selected primarily drives when the application is available for students to apply to the program. Generally, this is one year in advance of the first term of student enrollment. 
 
Which terms will you allow new students to enroll? What are the application deadlines for each term selected? 
This field is available when the program is a graduate degree/major, capstone certificate, or named option. The field is a combination of a drop down and text entry. Select the terms in which new students can start the program. The information here should also populate the graduate admissions Guide tab. The Graduate School offers soft and hard deadlines, which generally are discussed during the implementation meeting.
Year of three year check-in to GFEC (3 years after first student enrollment): 
This field auto-fills based on the first year of enrollment. It only displays when the program is in the Graduate School. It does not display when the program state is Suspend or Discontinue. Administrators are able to override the date.
Year of first program review (5 years after first student enrollment): 
This field auto-fills based on the first year of enrollment. It displays on everything except non-degree. It does not display when the program state is Suspend or Discontinue. Administrators are able to override the date.
If this proposal is approved, describe the implementation plan and timeline. 
This field is available when the program is a degree/major, certificate, or named option has a change greater than 50% ("Select yes if this proposal is only to add, remove, or rearrange curricular requirements, and will change less than 50% of the curriculum." = NO). The field allows for 250 words and should articulate how the new program, or changes to an existing program will be implemented.
