The meeting was called to order at 2:03 p.m.

The minutes of December 20, 2018, were approved.

General Reports
Mallory Musolf, ASEC vice chair, reported on a meeting with Mark Walters and Patrick Sheehan, Office of Human Resources. The benefits survey completion rate was 41% for UW-Madison and 43% overall. There were over 18,000 surveys completed. They will also be looking at those who started the survey, but did not complete it.  For review of the Standard Job Descriptions, there is about a 50% response rate. The deadline for review has been extended to the end of February. Mark also shared that they are just beginning to work on policies for the new job titles and their salary ranges.

Heather Daniels, Secretary of the Academic Staff, is participating in two site visit preparation meetings for reaccreditation.  Shared governance is included in the documentation provided to the Higher Learning Commission. Before the holidays, she met with Charles Meyer, Office of Strategic Consulting, to share information about how policy-making works for academic staff governance. Charles is heading up the policy library project.

Liaison Reports
Donna Cole met with the Nominating Committee.  They had several questions for ASEC in regards to how they complete the work of the committee.  ASEC provided answers to the questions.

Guest: Sarah Mangelsdorf, Provost
Provost Mangelsdorf discussed her new position at the University of Rochester, noting that there are many connections between Rochester and UW. Sarah has many projects she is interested in this spring including the continuing work of the Title and Total Compensation Project; a staff Target of Opportunity program; cluster hiring program results; Bucky’s tuition promise; policy library project; professor titles for research and teaching academic staff and parental leave. 

Guest: Steve Cramer, Vice Provost for Teaching and Learning (UW-Madison Digital Education Principles)
Steve shared draft UW-Madison digital education principles. These would only apply to courses or programs that are offered solely online. Only about 4-6% of fall or spring semester courses are offered online. The document provides general principles that are important to UW-Madison in regards to online education. UW-Madison can grow its student base by offering more online courses and programs. Exposing students to online modality is good as it is so common in the workplace. However, online won’t be a good fit for all programs.  Highlights of the principles include using evidence-based and student-centered curricular design and preserving the rigor, integrity and excellence of instruction.

These principles will be used to vet proposals that come forward through the University Academic Planning Council (UAPC) and/or the Graduate Faculty Executive Committee (GFEC).

Motion to convene in Closed Session Pursuant to Wis. Stats. 19.85(1)(c), and (f) to Discuss Nominations for the Nominating Committee Slate, Provost Search and Screen Committee, Director of Human Resources, and Assistant Vice Chancellor for Environment, Health and Safety, and Appointments to the Professional Development and Recognition Committee and Mentoring Committee (Crandall). Seconded. Approved.

Motion to Convene in Open Session. (Dahlberg). Seconded. Approved.

Business
•Nominations
Motion to nominate Elaine Klein, Sarah Kuba and Lee DeBaillie for the Provost Search and Screen Committee. (Dahlberg). Seconded. Approved.
Motion to nominate Malika Evanco and Brian Vaughan for the Director of Human Resources Search and Screen Committee (Stoddard Cameron). Seconded. Approved.
Motion to nominate Brigid Daly for the Assistant Vice Chancellor for Environment, Health and Safety Search and Screen Committee (Dahlberg). Seconded. Approved.

•Appointments
Motion to appoint Kelly Rupp to the Mentoring Committee and Bonnie Shucha to the Professional Development and Recognition Committee (Dahlberg). Seconded. Approved.

•Assembly Agenda
UW Madison Police Chief Kristen Roman will be the guest speaker at the Assembly meeting in February. She will be talking about active shooter preparedness on campus as requested by a member of the Assembly. Election slates will also be presented.
