The meeting was called to order at 2:02 p.m.

The minutes of December 21, 2017, were approved.

General Reports
ASEC Chair Kevin Niemi reminded ASEC that the Hostile and Intimidating Behavior pilot workshop will be held on Wednesday, January 10, at 11:00 am.  ASEC will be meeting next Thursday, January 11, regarding some appointments to the ad hoc committee on governance issues regarding the Cooperative Extension transition.  Mallory Musolf will chair that meeting.

Secretary of the Academic Staff Heather Daniels asked ASEC how often they wish to meet with Casey Nagy regarding the UW Cooperative Extension transition.  ASEC asked to meet with him monthly beginning in February.

Liaison Reports
Jenny Dahlberg reported that Mary Luther is following up with the Research Administration job family functional team regarding wording choices in subfamilies for that group.  This is a place where there seems to be disagreement with UW System.

Guest: Sarah Mangelsdorf, Provost
Provost Sarah Mangelsdorf reported on the new metrics for UW System institutions.  There are four different categories of metrics.  Each metric can receive a different weight as long as the weights in each category total 25%.  The score will be based on the change of the metric being measured.  It should produce pretty stable results from year to year.  The legislature’s Joint Committee on Finance will need to approve the plan.

An interim dean has been appointed at the School of Business.  She will be appointing a longer-term interim dean following conversations with faculty and staff.  A search for a new dean will not occur until next year.

The integration of UW Cooperative Extension and UW-Extension Conference Centers with UW-Madison is moving forward.  A governance group is being formed that will receive updates.  Right now working groups are identifying what issues are the highest priority and what issues can wait.

Business
•    Freedom of Expression Resolution
ASEC looked at a draft revised resolution.  They made some edits and will look at another draft at the next meeting.  The revisions include adding some of the whereas clauses that were proposed as amendments at the December Assembly meeting.
•    Limited Appointments Discussion
Bruno Browning explained that there is a gap regarding the ability of limited appointments to file employment grievances.  ASPP specifies that employment problems can only be grieved by academic staff.  ASEC will consult with the Office of Legal Affairs as the first step in investigating this issue.

Guest: Jocelyn Milner, Academic Planning and Institutional Research (APIR)
Jocelyn talked to ASEC regarding the posting of instructional academic staff workloads and the performance metrics.  Faculty and instructional academic staff workloads were posted to the UW System website on December 29.  The data posted is from 2016-2017.  The metrics that were used were referred to as teaching credit hours, which is a new metric.  The information reported is based on a schedule of class data and not enrollment.  UW-Madison will be required to post more comprehensive information on workload for faculty and instructional academic staff starting in January 1, 2019.

Jocelyn pointed out that the instructor of record in the schedule of classes is important.  It doesn’t always reflect who is actually doing the teaching, but should reflect this.  The program code under which the instructor is being paid is also important for this data.

The outcomes-based performance metrics need to be approved by the legislature’s Joint Committee on Finance by February 1, 2018.  There are four different categories of metrics: Student Access, Student Success, Workforce, and Efficiency.  All the numbers are calculated so that bigger numbers are better.  The institutions should work to see increases in these numbers from year to year.  UW-Madison is working on adding a weight to each metric.
