The meeting was called to order at 1:00 p.m.
The minutes of July 11 were approved.
General Reports
Albert Muniz, ASEC Chair, shared that four finalists are on campus this week for the Vice Chancellor for University Relations position. Albert and Lesley Fisher, Deputy Secretary of the Academic Staff, are participating in shared governance interview sessions with the finalists.
Lesley reported that the College of Engineering Dean Search and Screen Committee was named, and they will host virtual public listening sessions next week. The vice provost for faculty and staff affairs position has been posted. Academic Staff Chats will be put on hold for the fall semester. ASEC will meet with Ruben Mota, Americans with Disabilities Act (ADA) Coordinator, in early September to discuss a proposed Visitor Disability Accommodation Policy.
Liaison Reports
Nicole Senter reported that the Ad Hoc Committee on Age in the Workplace is still determining how to conduct their work. A staff member from the Office of Compliance will attend their next meeting to answer questions about what information they can collect.
Alissa Ewer reported that the Wisconsin Public Media CASI voted on new leadership, and heard reports from the ethics subcommittee and a subcommittee looking at ways to recognize employee years of service.
Guest: Rob Cramer, Vice Chancellor for Finance and Administration
Vice Chancellor Cramer provided an update on the budget approach. The Undergraduate Tuition Allocation Task Force and the Overhead Allocation Task Force have concluded their work and reported findings to the Coordinating Committee. The Graduate Tuition Task Force will be reporting their findings to the Coordinating Committee soon. The Wisconsin Idea Task Force will continue meeting through the fall semester. We will begin looking at the shadow budget this fall, which will provide an opportunity to adjust the approach as needed.
The Temin Lakeshore Path Lighting and Paving Study will determine the feasibility of making changes to the path. Concerns have been raised about safety while using the path, as well as erosion carrying sediments into the lake. A public engagement meeting was held on July 16, and another one is planned for October. There is also a plan to schedule listening sessions. The goal is to complete the feasibility study by December and to issue a report with options for how to move forward in early 2025.

Patrick provided an update on the position cap. We are working in collaboration with UW System to ensure our strategies are aligned and supportive of one another. With the position cap, we cannot grow the number of non-excluded position on UW-Madison’s campus for the next 3 years; it is not a hiring freeze. The Office of Human Resources (OHR) has been communicating with the campus community and is working to identify detailed definitions of the positions excluded from the cap. Deans and directors are responsible for managing against their cap.
The salary ranges were refreshed on July 1. Overall, the ranges changed by 13%. The change in campus minimum wage from $15/hour to $17/hour caused a change to the lowest salary grade, which precipitated changes to all ranges. An increase of this significance is not anticipated going forward, as the market has slowed significantly in terms of salaries.
