Personnel Policies and Procedures Committee (PPPC)

2005-2006 Annual Report to the Academic Staff Assembly


Job security:

Sent to all academic staff a flyer describing the annual mandated review of employees with five or more years of academic staff service for increased job security (new or increased rolling-horizon or multiple-year appointment or new indefinite appointment; see Academic Staff Policies and Procedures 2.05).

Reviewed the school and college reports on increased job security for 2004-2005 and followed up on questionable reasons for denying job security to employees with five or more years of academic staff service.

Informed academic staff of the results of the job security reviews in a summary report that was sent to the Assembly and Committees on Academic Staff Issues (CASI’s) and posted on the academic staff website.

Academic Staff Policies and Procedures (ASPP):

Began a line-by-line review of ASPP, reading for clarity, coherence, and consistency with current practices; consulted with the Academic Personnel Office as necessary; drafted revisions; completed chapters 1-3. Ongoing.

Area Review Committees:

Reviewed at the request of the Academic Staff Executive Committee (ASEC) the current structure of four area review committees; solicited opinions from the current committee chairs about possible modifications. Ongoing.

Distinguished Prefix Review:

Undertook at ASEC’s request a review of UW-Madison's guidelines for granting the Distinguished prefix; formed a sub-committee of members of the PPPC and the Compensation and Economic Benefits Committee to consider revising the guidelines. Ongoing.

Academic Staff Appeals Committee:

Began a review of open meeting requirements for the Academic Staff Appeals Committee, for possible modification of the committee’s operating procedures. Ongoing.

Review of reports:

Reviewed the reports of the Distinguished Prefix Review Committee and the four Area Review Committees (Administrative/Student Services/Library, Biological/Medical, Humanities/Social Science, and Physical Sciences/Engineering).

Reviewed reports on grievances and appeals submitted by the Academic Personnel Office.

Reviewed proposed new language for Chapter 7 of the Rules of the Board of Regents of the University of Wisconsin System (UWS) regarding procedures for termination of indefinite appointments.
