The meeting was called to order at 2:02 p.m.

The minutes of September 29, 2016, were approved.

General Reports
Vice Chair Bruno Browning reported that there were approximately 50 people who stopped by the academic staff governance booth at the Benefits Fair.

Deputy Secretary of the Academic Staff Jake Smith reported that the finalists for the OHR Director position have been announced. Jenny Dahlberg, Michael Moscicke and Deb Shapiro volunteered to attend the shared governance candidate sessions. The Assembly Skills Workshop was held on October 3. It went well, and Heather and Jake are planning on holding another one in the spring. Jake reminded ASEC about the Employee Shared Governance Reception scheduled for October 11 from 3:00pm – 5:00pm in Varsity Hall, Union South. There was also discussion about whether Room 52 or 53 should be used for future ASEC meetings. ASEC will return to this issue at its next meeting.

Patrick discussed the new Policy on Minor Protection and Adult Leaders. This policy came from UW System audit recommendations in 2015, which also resulted in the recently adopted Children in the Workplace Policy. The policy essentially formalizes existing practices on campus, and doesn’t apply to minors who are employees, students, or those who are attending public events.

The policy establishes minimum standards and prescribes adult-to-student ratios. HR is hoping that this policy can be in effect by November. ASEC asked Patrick for an informational presentation on the policy at the next Assembly meeting.

Motion to add an informational presentation on the policy to the November Assembly meeting agenda (Newsom). Seconded. Approved.

Guest: Gene Masters, Districting and Representation Committee Co-Chair
Gene discussed the insufficiency of the current district size limit with ASEC. The current size limit is 35-75, and several districts are currently out of compliance with this limit. The DRC has brought forth a proposal to increase the size of the districts in ASPP which covers both current academic staff as well as university staff who may want to convert to academic staff. DRC will be looking at restructuring of districts later as well. ASEC suggested an alternative size limit whereby the maximum limit would be a percentage of all academic staff. The proposals will be discussed at Monday’s Assembly meeting.

Business
•    November Assembly Agenda
ASEC discussed the November Assembly agenda further. Michael volunteered to introduce the discussion on Assembly guests.
•    Letter regarding WSLH Search and Screen Committee
ASEC refined the current draft of the letter and determined that it should first be sent to the other Secretaries’ offices to see if the UC and the USCC wanted to co-sign the letter.
•    Open Letter to Wisconsin Taxpayers
ASEC further discussed the draft of the letter. The notion of personalizing the letter further was reiterated. Robert will redraft and bring the revised version back for the October 20 meeting. The draft will also be sent to Charlie in advance of his visit on the 27th.
