The meeting was called to order at 2:04 p.m.

The minutes of February 2, 2017, were approved.

General Reports
Chair Kevin Niemi reported that he, Bruno and Heather attended a meeting with Mark Walters and Don Schutt.  There are currently discussions regarding use of a performance management tracking system that was developed by the IT staff for the Office of the Vice Chancellor for Research and Graduate Education.  Don Schutt said that he was exploring a pilot of this system sometime this summer.  Mercer has been selected as the consultants for the Titling and Total Compensation study.  The project will be kicked off in March.

Secretary of the Academic Staff Heather Daniels reported that the University Committee has been discussing track switches from CHS faculty to tenure-track.  Two issues of concern include how many years of work should be considered for tenure and what would happen to the person if they don’t get tenure.  The Dean of the School of Business finalist visits have been moved up and will start at the end of February.

The Provost commented that there are many moving pieces in the budget.  People are happy about the lack of cuts and the restoration of the lapse to the budget as well as proposed new money.  There are concerns about the allocable segregated fees opt-out provision and the criteria for allocation of the new funding.  Allocable segregated fees pay for services such as ASM, student organizations, bus pass and campus bus service, Rape Crisis Center, Tenant Resource Center, etc.

The Chancellor announced a plan to provide free tuition to incoming first generation WI residents transferring from community colleges in Wisconsin and UW Colleges.  Students who are Pell grant eligible would receive a second year of free tuition.

There are also several new transfer agreements between community colleges/UW colleges and UW-Madison.  The agreements would guarantee admission to UW-Madison if students maintain a 3.2 GPA and also complete two years of credits that transfer to UW-Madison.

In regards to criminal background information in the admissions process, the data is already collected in the Common App.  UW-Madison doesn’t currently pull this information with its other admissions data.

Guest: Mary Luther, Director of Titling and Compensation, Office of Human Resources
Mary shared basic information about the Titling and Compensation team.  The goal is for the team to do less transactions and more consulting.  They are working to build a market database.  The Titling and Total Compensation study will be a major project for this team.  Their 2017 goals include beginning the Titling and Total Compensation study, manage the campus compensation program, finish consolidating classified and unclassified policies, identify and improve metrics for compensation and titling, review the pay adjustment process to increase efficiencies and customer service, and make their website more user friendly.

Motion to Convene in Closed Session Pursuant to Wis. Stats. 19.85(1)(c), and (f) to discuss appointment to the Budget Committee (Crandall). Seconded. Approved.

Motion to approve Nathan Schulfer to the Budget Committee (Dahlberg). Seconded. Approved.
•    March Assembly Agenda
ASEC agreed to invite the academic staff representatives from the Athletic Board to give their annual report.  There will also be a vote on the districting proposals.
•    Preparation for February Assembly Agenda
Kevin will read the Nominating Committee slate and Robert will move endorsement of the scholarly misconduct policy.
•    Chancellor’s Blog on Intellectual Freedom
An Assembly representative asked that ASEC consider asking the Chancellor to add academic staff to her January blog about academic freedom.  ASEC agreed to some proposed language.  Heather will send the language to the representative and then on to University Communications as a suggestion.      
•    Topics for Provost and Vice Chancellor for Finance and Administration
For Provost: system-wide metrics.  For Vice Chancellor: budget, self-insurance, domestic partner benefits
