RAMP Funding Proposal Lead Time Policy
Plant and Agroecosystem Sciences (PAS) Lead Time Policy
Please take time to review what must be included in the RAMP record. Submissions routed to CALS less than 5 business days before the submission deadline will NOT be submitted to campus Research and Sponsored Programs. You will need to contact Troy Runge asking for special consideration for submission so close to the deadline.
To accommodate these new timelines, the following is our new internal department process.
- Your submissions documents (minimal of Budget, Budget Justification and SOW) must be submitted to the Research Administrator 10 business days prior to the due date to the sponsor. This will allow for review/edits/changes, as well as for any conversations with CALS Research Division and RSP.

Contact the Research Administrator at your earliest convenience to let them know that you will be submitting a proposal. It is very likely to have several PIs submitting proposals at the same time. Therefore, it is important to know who and how many proposals are in the works at any given time. Consider that your submission is not the only thing the Research Administrator may need to take care of on the day you need the submission to go out.

Documents needed for the RAMP record include:
a. Copy of the call for proposals (RFP)
b. Detailed budget
c. Budget Justification
d. Scope of Work
e. All Subaward documents (if applicable)
f. Cost share/matching commitments (if applicable)
g. No cost extension request document (if you need an NCE, please see the NCE Directions and draft letter to sponsor)
h. Rebudget request document with any change in scope of work (if requesting a rebudget). This is not submitted through RAMP only to our accountant at RSP.
Please note that the Research Administrator is not responsible for actually writing your narratives, budget justification or scope of work. You need to draft these documents.

Effective immediately, please adhere to the timeframes noted above: all submissions to Research Administrator 10 business days prior to the final sponsor submission deadline. This will help to ensure that proposals will be sent to CALS RSP, meeting the 5 business day policy deadline.
CALS Research Division Proposal and Agreement Lead Time Policy
Policy: Pre-proposals, proposals, and other sponsored program submissions, relevant documents, and information, including any agreements that need pre-review for submission with the proposal MUST be submitted via a RAMP record to the CALS Research Division a minimum of 5 business days prior to the submission deadline. Business days are defined as 7:45 AM to 4:30 PM, Monday through Friday.
Submissions routed less than 5 days before the submission deadline will NOT be submitted to Research and Sponsored Programs.
The RAMP record must include:
- Completed RAMP Funding Proposal
- PI certification
- Submission and response of all ancillary reviews (chair/department other department/division, PI Status, etc.)
- Submission instructions
- Request for proposals (RFP) documentation or solicitation information
- Attachments:
- Detailed Budget and Budget Narrative (if not entered into RAMP budget module), Scope of work (brief abstract or research proposal), All Subcontract documents, and cost share/matching commitments (if applicable).
Additional Considerations
- The creation of a RAMP record is not a submission.
- Research Division and Research Sponsored Programs staff will only be available to submit proposals 7:45 AM to 4:30 PM, Monday through Friday.
- Informing staff that a proposal is being submitted prior to five business days is NOT a submission to the Division for processing.
- Large proposals involving multiple PIs, multiple organizations, significant matching and/or institutional commitments may require additional lead time. Please reach out to your Research Division contact to consult about what their requirements will be for your proposal.
