Troubleshoot Adobe Creative Cloud Packager upgrade/reinstall/uninstall

When attempting to reinstall, upgrade, uninstall Adobe Creative Cloud Packager error message "Oops something has gone wrong, please try again" appears, additionally no uninstall option available under Uninstall or Change Programs for Windows OS computers.

Navigate to and delete the OOBE folder at: C:\Users\username\AppData\Local\Adobe\OOBE
MAC OS Mac OS: /Users/[user name]/Library/Application Support/Adobe/OOBE
Delete opm.db file.

Attempt to launch CC Packager, if problems persist and uninstall option is not found or unsuccessful, manually remove the OOBE folder located at: C:\Program Files (x86)\Common Files\Adobe\OOBE
