Who are external personnel engaged in research but for whom UW-Madison is NOT serving as IRB of record?
These are external personnel engaged in human subjects research for a study at UW-Madison who do NOT have an appointment or affiliation with UW-Madison, UWHC, UWMF, and/or the Madison VA Hospital AND for whom UW-Madison is NOT serving as their IRB of record. These will often be collaborators at other institutions whose study activities are being overseen by their own IRB.
How do external personnel access ARROW?
Anyone wanting to access ARROW needs a NetID and password. See Accessing ARROW and Net ID Process for guidance on how to obtain a NetID.
How can external personnel access studies in ARROW after they have a NetID and password?
For external personnel engaged in human subjects research who are under the purview of a non-UW-Madison IRB, study teams must do the following to allow them access to a study:
- A change of protocol must be submitted to describe the role of the external personnel in the study if their role was not clearly described in the initial review application.
- After the IRB has approved the change of protocol, study teams can use the Edit External Personnel activity to allow external personnel access to their study.
NOTE: Do NOT use the Personnel Change form to add external personnel engaged in research but not overseen by UW-Madison. Do NOT list these personnel as key personnel in the IRB application.
How does the Edit External Personnel activity work?
The Edit External Personnel activity is available in the study workspace at any point in the IRB review process.
After external personnel have a NetID and password and have logged in to ARROW or their account has been registered, study teams can click on the Edit External Personnel activity and search for that person. After the study team adds that person and completes the activity, the person selected will be able to have read access to that study in ARROW. These external personnel will NOT be able to edit the application or receive email notifications.
Please note that the process for accessing ARROW and the need for IRB approvals differs for external personnel not engaged in research or engaged in research, but for whom UW-Madison is serving as IRB of record.
