Policy Overview
Leave Provisions
Leave provisions depend on employee appointment category and several factors. This KB outlines a few common leave types in the Detailed Information and Assistance panel. Typical leave provisions include:
- Vacation
- Paid Parental Leave
- Sick Leave
- Family and Medical Leave (FMLA)
Employee Eligibility
Leave options are based on a number of factors, including:
- Employee employment category
- Pay basis of the appointment
- Additional reasons are listed on OHR Leave

How to Request Leave

Detailed Information and Assistance
This section includes information about common leave types with subsections on eligibility, accrual and usage.
If an employee's appointment does not initially meet eligibility requirements at the start of their hire, a review on future eligibility is required if there are changes to their appointment pay basis and/or FTE.
Vacation Leave
Employee Eligibility
- Academic and Limited staff must meet the following requirements:
- Annual pay basis appointment
- Minimum of 21% FTE minimum of one year
- Covered by Wisconsin Retirement System (WRS)
- All University staff are eligible, except Temporary Employee appointments
Accrual
- Academic and Limited: Prorated based on start date, 176 vacation hours per fiscal year (7/1-6/30)
- University Staff: Prorated based on start date. Based on years of continuous service, review Vacation Policy UW-5052 Section II.A
Usage
- May use allocation before it is earned; however, the university will recover value of allocation not yet accrued if employee terminates employment.
- May carryover until the end of the following of the fiscal year.
- Pre-approval required by supervisor.

Banked Leave
The option to bank unused vacation hours is offered from July 1 to September 30 each year.

Sick Leave
Employee Eligibility
- Academic and Limited staff must meet the following requirements:
- Minimum of 21% FTE (if annual basis) or 28% (if academic basis) for one year
- Covered by Wisconsin Retirement System (WRS)
- All University staff are eligible, except Temporary Employee appointments
Accrual
- Academic and Limited: Prorated based on start date, 176 vacation hours per fiscal year (7/1-6/30)
- University Staff: Prorated based on start date. Based on years of continuous service, review Vacation Policy UW-5052 Section II.A

Paid Parental Leave
Employee Eligibility
- Academic Staff, University Staff and Limited appointees
- Must meet eligibility requirements per employment category as noted in Paid Parental Leave Policy
Accrual
- An eligible employee could earn up to 6 weeks (240 hours) of PPL in a 12 month period.
Usage
- May be used continuously, intermittently, or on a reduced schedule basis.
- No carryover or payout of unused vacation.
- Pre-approval required by supervisor.
Leave without Pay
Leaves of absence (full or partial) may be granted to Academic Staff whose appointments are deemed by the appointing department and the Dean or his designee to be continuing appointments, and when it is clear the leave will be in the department's and the College's interest, as well as the individual's. A copy of the Request for Leave Without Pay or Temporary Assignment should be signed by the employee and the department chair and sent to the Dean's office for approval. If approved, the request is sent on to the Office of Academic Personnel for review.

Frequently Asked Questions
Should I be concerned about fringe benefit provisions when going on a Leave of Absence?
Some types of fringes may continue while an employee is on leave of absence. Work with your ART HR support staff to contact OHR Benefits Services.
What happens to my parking assignment when I go on leave?
A minimum leave is defined as three months by UW Transportation Services. Employees may keep parking assignments active during the leave period or put their parking assignments on leave status. To request leave status, please contact your DDR. Best practice is to contact them by June for the following academic year.
How long can I go on leave of absence without pay?
The maximum length of a leave of absence or temporary assignment is one year for Academic Staff. University staff have a maximum leave of absence for 6 months. Failure to return to the UW-Madison at the conclusion of the approved leave period may constitute a "constructive resignation." Academic Staff requests to extend an already approved leave beyond one year, or initial requests for leaves longer than one year, must be approved by the Provost in consultation with the University Committee as well as by the Dean.
