Lumen Program Form: Resources, Budget, and Finance Section

Series of linked KnowledgeBase documents that includes instructions for accessing and completing the Lumen Program form, start to finish. This document provides direction for completing the fields in the Resources, Budget, and Finance section of new and change proposals.

Is this a service-based pricing program? 

A service-based pricing program (also referred to as 131 or non-pooled tuition) requires additional layers of approval. Please refer to the Procedures for Service-Based Pricing Program Proposals KnowledgeBase document for more information on such programs and the additional approval steps, including the Service-Based Pricing Budget Template.

If a degree/major (plan) is creating new named options (subplan), the answer to this question for the degree/major should always say No, even if they are creating named options that will be service-based pricing.

If the answer to the above question regarding a service-based pricing program is "Yes", use this upload field to upload the completed Service-Based Pricing Budget Template. The spreadsheet template is available on the Service-Based Pricing Budget Template KnowledgeBase document.

What is the tuition structure for this program? 

Please see Tuition Structures for Degree/Majors and Certificate Programs for additional information on the different tuition types. If you select "market-based tuition" or "online/distance per-credit tuition," you will need to select a tuition increment and will need to provide a rationale for selecting the tuition increment, as well as upload the appropriate tuition request form (see below).

Select a tuition increment:

For both market-based tuition and online/distance program tuition, a specified tuition increment must be selected from the drop-down menu. There is no plateau and tuition residency status is not considered. Note: Starting Spring 2020, service-based pricing programs will be expected to use a per-credit tier rate for market-based or online tuition by Fall 2021. The practice of using standard graduate tuition will be phased out.

For programs selecting either the market-based or online-distance tuition structure, the Service-Based Pricing Tuition Request Form is required for the Lumen proposal and governance approval. Data, Academic Planning & Institutional Research, on behalf of the Provost's Office, then routes the tuition requests through appropriate channels per UW System Tuition Policy guidelines. Specifically, market-based tuition is reviewed/approved by the Chancellor and UW System President while online/distance tuition is approved at the campus-level by the Chancellor's designee. These tuition request forms are Word documents and should be uploaded to the upload field in Lumen Programs.

Will segregated fees be charged?

This question will appear when the delivery mode is 100% online. The presumption will be that online programs will not charge segregated fees. Programs that will utilize services supported by segregated fees, or that have other reasons to charge segregated fees, may seek permission to charge fees, but in general should follow the procedures for market-based tuition if segregated fees will be charged.
