This article discusses various issues with removing software from a MAC. Some methods may do a more thorough job than just using the standard delete options (move to trash or using the delete app function).
If you have a progress icon, for example the color wheel, that keeps spinning and does not establish a connection then check the keychain.
In this example, the password in the Mac keychain was causing the app from responding. Go into the Keychain Access, type in Webex and uwmadison and delete the two entries.

Method 2 - Completely remove Webex Meeting using AppCleaner and then install Webex Meetings

Steps to take to remove Webex Meetings:
Ensure Webex Meetings is closed out completely.
Click the hamburger icon in the top right of the app (4 lines)
Search "Cisco Webex Meetings" and select the app
Select all files and choose "Remove"
Empty any files in the trash associated with Webex
Reinstall Cisco Webex Meetings Desktop App from the software library.
Run that application and "Check for Updates" in the preferences after logging in.
