Chair Sandgren called the meeting to order at 1:01.

The minutes of the meeting of November 8, 2021, were approved by consent.

Rob Cramer, Interim Vice Chancellor for Finance and Administration, shared that research labs are reporting delays in getting products under ShopUW+. They are working to improve on this. UC also offered several other concerns regarding the system.

Move-in to the new Matthews/Daniels buildings began last week. The fans have been installed in the elevators. Testing will begin after Thanksgiving with a bigger move-in during December. They are continuing to provide financial assistance to those affected by the Chemistry building fiasco including graduate students and postdocs. The cost will likely top $2 million.

ATP held a system-wide update event last week, with more to follow. The Board of Regents will consider the implementation partner in December; the last contract is for quality assurance.

Bill Karpus, Dean of the Graduate School, distributed data on graduate student segregated fees collected from peer institutions so far. This fall they piloted sending the GFEC review to departments prior to APC finalization; if all goes well, that timing will be made permanent.

Rick Nordheim and Rob Howell from the Ombuds office presented their annual report. The Ombuds program at UW-Madison is unique in that there are no permanent staff, but rather retired members of the community. The number of visitors and complexity of cases continue to increase. Faculty comprise about 20% of their visitors. They emphasized the need for supervisory training at all levels and concerns about the impartiality of HIB investigations at the school/college level.

Chancellor Rebecca Blank reported that the NCAA proposed new constitution creates a federalist system with each division having authority over themselves. This will likely push many decisions to the various conferences. A vote on a final proposal will happen in January.

The Title and Total Compensation project launched a week ago with new titles and salary structures. The project allows UW-Madison to benchmark staff against peers and others, and bring groups under the market up to the market.
