BN - Benefits Billing Charge and Payment Review

GENERAL DESCRIPTION:

Benefit administrators use PeopleSoft to calculate premium charges, create billing statements and apply payments for employees enrolled in benefit billing.

PROCESS CONSIDERATIONS:
  • Charges should be reviewed before billing statements are generated each month. Charges can be reviewed by an individual Charge Record, Charge Detail, Employer Charges, Billing Period and by Plan Type as shown below. 
  • Billing statements are sent 6-10 days prior to the Billing Month. Payment is due on or before the 10th of the Billing Month. If payment is not received, a delinquency notice will be sent on or the day following the 14th of the Billing Month. Employees who do not pay benefit premiums are subject to termination from benefit plans according to UWSA Termination of Benefits due to Nonpayment Policy.
  • Benefits Billing calculates the required Employer Share payments for a subset of Benefit Plans as well as tracks the funding source for both Employer Shares and the amount paid by the employee.  Benefits Billing calculations don't differentiate between COBRA and non-COBRA Charges; and they don't itemize the Charges by Employee Record Numbers (for employee with multiple jobs). The inclusion of a Due Date on each item allows for separate due dates for COBRA coverage.


REVIEW CHARGE RECORDS:

  1. Navigate to Benefits > Benefits Billing > Calculate and Review Charges > Review Charge Details
  2. On the Search page, enter the employee's Empl_ID and click the Search button.
  3. In the Search results, select the Billing Charge to be reviewed.

The Charge tab will be displayed with the following information in the top section:

  1. The Employee's Name will be displayed at the top of the screen.
  2. The Person ID = the Employee's ID (or Empl_ID number).
  3. The Billing Period Code identifies the date range for the period the Charge was applied. (i.e. "1407" = 7/1/2014 - 7/31/2014)
  4. The Plan Type identifies to the type of plan the Charge was applied against. (i.e. Plan Type 2M = State Group Life Basic)
  5. The Empl_Rcd that the Benefits Billing record was set up against will be displayed. (Please note, Benefits Billing does not itemize charges by employee record for employees with multiple records.)
  6. The Charge ID is a system-generated number that ensures the uniqueness of Billing Charge records.
  7. CBR Event ID is populated if this coverage is calculated under COBRA and will provide a link to the COBRA event.


The lower half of the Charge screen will display the following information:

  1. This is the Benefit Program the employee is enrolled in as of the Billing Period.
  2. The particular Benefit Plan the employee is enrolled in will display here.
  3. The Coverage Code (or level of coverage) that the employee has under this plan displays here.  (i.e. Coverage Code 1 = single)
  4. Deduction Code is the code that ties the level of coverage to the type of deduction (before tax/after tax, frequency of deduction, etc) that should take on a particular payroll.
  5. The Date Due will be displayed along with a Date Overdue which defaults to the day following the Date Due.  (Note: These dates are auto-generated depending upon the Billing Period, but they can be overwritten if needed.)
  6. The Billing Reason is auto-populated depending on the source:  Arrears, Ben Admin, COBRA, or Manual.  The Billing Source will be either Automated or Manual.
  7. The Date Entered is the date the Charge was processed.
  8. The Print Period indicates the Billing Period when the statement for this Charge was sent. (i.e. "1606" would be 6/1/2016 - 6/30/2016)
  9. The Charge is the original amount calculated by Benefits Billing or the amount manually entered on the Charge Entry page.  It will include any Charge Adjustments that were populated from the Charge Adjustment page.
  10. The Total Charge, less any payments and/or adjustments will be applied against the Charge.
  11. The Amount Due is what the employee owes after those charges, payments and adjustments have been calculated.


REVIEW CHARGE DETAILS:

  1. Navigate to: Benefits > Benefits Billing > Calculate and Review Charges > Review Charge Details
  2. Enter Emplid and click the Search button.
  3. In the Search results, select the Billing Charge to be reviewed.
  4. Click on the Charge Detail tab.


The Charge Detail tab will display the following information:

  1. The Charge Detail page carries forward all the top information from the Charge tab including Employee Name, Person ID, Billing Period, Plan Type, Benefit Record Number, Charge ID, and CBR Event ID.
  2. A summary of the Charges, Payments, and Adjustments follows this section as well as the Total Charge and the Amount Due for this Billing Period.
  3. Under the Billing Details, the Posting Date displays the dates that actions were entered into the system. For detail records with an action type of Charge, the posting date is the last day of the billing cycle.
  4. Action Type: Possible actions include Charge, Charge Adjustment, Payment, and Payment Adjustment.
  5. Charge: This is the amount of the original Charge.
  6. Any adjustments to the original Charges will be displayed under Charge Adjustments.
  7. If there are any Employer Charges or Employer Charge Adjustments, they will be displayed here.
  8. Payments and Payment Adjustments are brought forward from the Charge tab.


REVIEW EMPLOYER CHARGES:

  1. Navigate to: Benefits > Benefits Billing > Calculate and Review Charges > Review Charge Details
  2. Enter Emplid and click the Search button.
  3. In the Search results, select the Billing Charge to be reviewed.
  4. Click Employer Charge Info tab (this is a customized tab added for the UW).
  5. Employer Charge displays the calculated employer rate.


The Employer Charge Information Tab will display the following information:

  1. The Charge Detail page carries forward all the top information from the Charge tab including Employee Name, Person ID, Billing Period, Plan Type, Benefit Record Number, Charge ID, and COBRA Event ID.
  2. The Charge, Charge Adjustments (if any), and Net Total for the Employer Share of the premium will be displayed.

REVIEW CHARGES BY BILLING PERIOD:

  1. Navigate to:  Benefits > Benefits Billing > Calculate and Review Charges > Rvw Charge Smry by Bill Period
  2. Enter Emplid and click the Search button.
  3. In the Search results, select the Billing Charge to be reviewed.


The Review Charges by Billing Period will display the following information:

  1. The  Employee's Name and Person ID (Empl_ID) will be displayed at the top of the page.
  2. The Billing Period Code identifies the date range for the period the Charge was applied. (i.e. "1407" = 7/1/2014 - 7/31/2014)
  3. The Empl_Rcd that the Benefits Billing record was set up against will be displayed. (Please note, Benefits Billing does not itemize charges by employee record for employees with multiple records.)
  4. The Charge Summary by Bill Period will include the following pieces of information:
  • Plan Type Code (i.e. 10), and long description (State Group Health)
  • Charge ID (System-generated number that ensures the uniqueness of Billing Charge records)
  • CBR Event ID is populated if this coverage is calculated under COBRA and will provide a link to the COBRA event.
  • Sales Tax Type (typically "none")
  • Original Charge for that Billing Period and Plan Type
  • Adjustment (if applicable)
  • Total Charge



REVIEW CHARGES BY PLAN TYPE:

  1. Navigate to:  Benefits > Benefits Billing > Calculate and Review Charges > Rvw Charge Smry by Plan Type
  2. Enter Emplid and click the Search button.
  3. In the Search results, select the Plan Type to be reviewed.


The Review Charge Summary by Plan Type will display the following information:

  1. The  Employee's Name and Person ID (Empl_ID) will be displayed at the top of the page.
  2. The Plan Type (code and long description) will be displayed below this.  On the right, the Empl_Rcd that the Benefits Billing record was set up against will be displayed. (Please note, Benefits Billing does not itemize charges by employee record for employees with multiple records.)
  3. The Charge Summary by Bill Period section will display the following information:
  • Billing Period Code (i.e. 1403)
  • Billing Period Begin and End Dates (i.e. 3/1/2014 - 3/31/2014)
  • Charge ID (System-generated number that ensures the uniqueness of Billing Charge records)
  • CBR Event ID is populated if this coverage is calculated under COBRA and will provide a link to the COBRA event.
  • Original Charge for that Billing Period and Plan Type
  • Adjustment (if applicable)
  • Total Charge


REVIEW CHARGE AND PAYMENT HISTORY:

  1. Navigate to: Benefits > Benefits Billing > Manage Acct Status and Balance > Review Employee Balances
  2. Enter Emplid and click the Search button.
  3. In the Search results, select the Plan Type to be reviewed.


The Review Employee Balances page will display the following information:

  1. The  Employee's Name and Person ID (Empl_ID) will be displayed at the top of the page.
  2. The Grand Totals section displays the total Charges, Payments, and Amount Due for all Plan Types and Billing Periods.
  3. The Employee Balance Review section displays the balance that is still outstanding for each charge and payment combination.
