BN - Benefits Billing Charge and Payment Review

Benefit administrators use PeopleSoft to calculate premium charges, create billing statements and apply payments for employees enrolled in benefit billing.

General Description:

Charges should be reviewed before billing statements are generated  after an employee is enrolled in benefits billing . Charges can be reviewed by an individual charge record, charge detail, employer charge info, billing period and by plan type. Benefits Billing calculates the required employer share payments for a subset of plans and tracks the funding source for both employee and employer shares.

Billing statements are sent 6-10 days prior to the billing month. Payment is due on or before the 10th of the billing month. If payment is not received a delinquency notice will be sent on or the next day following the 14th of the billing month. Employees who do not pay benefit premiums are subject to termination from benefit plans according to UWSA Termination of Benefits due to Nonpayment Policy.

Billing statements include all plan types that are being billed. They do not differentiate between COBRA and non-COBRA charges, and they don't itemize the charges by an employee's different employee record numbers (if the employee has multiple jobs). The inclusion of a due date on each item allows for separate due dates for COBRA coverage. Billing statements can also include statement comments.

Procedure Steps

To review individual charge records, please follow these steps:

  1. Click Benefits link.
  2. Click Benefits Billing link.
  3. Click Calculate and Review Charges link.
  4. Click Review Charge Details link.
  5. Enter Emplid.
  6. Click Search button.
  7. Select billing charge to be reviewed.
  8. Click the Charge tab.
  9. The Billing Period identifies in which period the charge was applied.
  10. The Plan Type identifies to which plan the charge was applied.
  11. The Charge ID is a system-generated number that ensures the uniqueness of Billing Charge records.
  12. CBR Event ID is populated if this coverage is calculated under COBRA, provides a link to the COBRA event.
  13. Benefit Program is the program in which the employee is enrolled. It is obtained from the participant’s Base Benefits records.
  14. Coverage Code is the coverage that the employee has under this plan; for example 1 for single coverage (applies to State Group Health plans only). It is obtained from the participant’s Base Benefits records.
  15. Benefit Plan is the plan in which the employee is enrolled. It is obtained from the participant’s Base Benefits records.
  16. Deduction Code is the code that ties the deduction for this benefit to payroll.
  17. Date Due and Date Overdue are auto-generated depending upon the billing period, but can be overwritten.
  18. Billing Reason is auto-populated with one of the following: Arrears, Ben Admin, COBRA, or Manual.
  19. Billing Source is auto-populated with one of the following: Automated or Manual.
  20. Date Entered is the date the charge was processed.
  21. Print Period indicates the begin and end dates of the Billing Calendar during which the statement for this charge was sent.
  22. Charge is the original charge calculated by the batch calculation process or entered in the Charge Entry page.
  23. Charge Adjustment is populated from the Charge Adjustment page.
  24. Payment is any payment that has been received from the employee to be applied against the charge.
  25. Payment Adjustment is populated from the Payment Adjustment page.
  26. Amount Due is what the employee owes after the charges, payments and adjustments have been calculated.

To review charge details, please follow these steps:

  1. Click Benefits link.
  2. Click Benefits Billing link.
  3. Click Calculate and Review Charges link.
  4. Click Review Charge Details link.
  5. Enter Emplid.
  6. Click Search button.
  7. Select billing charge to be reviewed.
  8. Click the Charge Detail tab.
  9. There is a summary from the Charge tab.
  10. Under Bill Details, Posting Date displays the dates that actions were entered into the system. For detail records with an action type of Charge, the posting date is the last day of the billing cycle.
  11. Action Type: Possible actions include Charge, Charge Adjustment, Payment, and Payment Adjustment.
  12. Charge: The amount of the original charge.
  13. Charge Adjustments, Payments and Payment Adjustments are brought forward from the Charge tab.

To review employer charge info, please follow these steps:

  1. Click Benefits link.
  2. Click Benefits Billing link.
  3. Click Calculate and Review Charges link.
  4. Click Review Charge Details link.
  5. Enter Emplid.
  6. Click Search button.
  7. Select billing charge to be reviewed.
  8. Click Employer Charge Info tab (this is a customized tab added for the UW).
  9. Employer Charge displays the calculated employer rate.

To review charges by billing period, please follow these steps:

  1. Click Benefits link.
  2. Click Benefits Billing link.
  3. Click Calculate and Review Charges link.
  4. Rvw Charge Smry by Bill Period.
  5. Enter Emplid.
  6. Click search button.
  7. Select the billing period for the employee to be reviewed.

To review charges by plan type, please follow these steps:

  1. Click Benefits link.
  2. Click Benefits Billing link.
  3. Click Calculate and Review Charges link.
  4. Rvw Charge Smry by Plan Type.
  5. Enter Emplid.
  6. Click search button.
  7. Select the plan type for the employee to be reviewed.

To review charge and payment history, please follow these steps:

  1. Click Benefits link.
  2. Click Benefits Billing link.
  3. Click Manage Acct Status and Balance link.
  4. Click Review Employee Balances.
  5. Enter Emplid.
  6. Click Search button.
  7. The charge and payment values that are displayed are accounted for in all adjustments previously posted against them.
  8. The Net column displays the balance that is still outstanding for each charge and payment combination.
  9. The Grand Total field adds the Total Charge, Total Payment, and Net columns.

NOTE: The system only produces statements for individuals who have active billing enrollments or outstanding balances in the Benefits Billing system. The system does not print statements for employees who are inactive with a zero balance.
