UWDCC - How to disable submissions to OJS

Procedures for disabling article submissions to Open Journal Systems.

The simplest way to disable public submissions to an OJS journal is through the "Journal Sections" interface. While logged in
as a Journal Manager, navigate to "User Home > Journal Manager > Journal Sections". From there, click the "Edit" link for the 
section you wish to disable submissions for, and select the checkbox labeled "Items can only be submitted by Editors and Section 
Editors." This will have to be done individually for each section.

Alternately, the template for the first submission page can be edited manually to present a message informing users that submissions
are currently offline. From the root OJS directory, open the file "/templates/author/submit/step1.tpl". Comment out the
template code between "{assign var="pageTitle" value="author.submit.step1"}" and "{include file="common/footer.tpl"}", and
insert the desired message. Note that this will disable submissions for *all* journals residing under this OJS instance.
