University Of Wisconsin-Madison Policy For Supplementation And Concurrent Appointments For Postdoctoral Employees-In-Training Fellowships Or Traineeships

I. Basic Principal

Any teaching or research undertaken by a fellow or trainee at the postdoctoral level should not significantly prolong the time for the accomplishment of the training objective for which the fellowship or traineeship is made.

These arrangements, while possible, must be approved by the postdoctoral's mentor and the payrolling department(s). This allows faculty to insure that the proposed arrangement will not prolong a postdoctoral appointee's training.

The University is required by the federal government to have written policies and procedures for fellows and trainees, in order to receive federal fellow and trainee awards.

II. Postdoctoral Level

  1. Concurrent Appointment for Teaching

    The maximum concurrent appointment for teaching during the 12-month period coinciding with the fellowship or trainee award is equal to a 33.33% time appointment at the appropriate level (faculty assistant, lecturer, etc.) for the academic year. Approval of this type of appointment is delegated to the department head.

  2. Concurrent Appointment for Research

    The maximum concurrent appointment for research during the 12-month period coinciding with the fellowship or traineeship award is a 33.33% time appointment as a research associate. Approval of this type of appointment is delegated to the department head.

    Concurrent research associate appointments exceeding 33.33% require prior approval. All other concurrent research appointments not using the research associate title require prior approval (see number 6).

  3. Primacy

    A concurrent appointment for teaching or research can be allowed only if it does not conflict with the policies of the agency granting the fellowship or traineeship. None of the above is to be construed to overrule any donor's policies which are more restrictive than the University policy.

  4. Waivers

    Where the donor's published policy permits supplementation or concurrent appointments at higher levels than the University policy (see section II. 1 and 2), the University's policy applies, unless the Vice Chancellor for Research and Graduate Education (or designee) grants a waiver on application and proper justification.

  5. Funding Guidelines

    Fellowships and Traineeships funded by the federal government may not receive a concurrent teaching/research appointment also funded by the federal government. Non-federal gifts or grants or University trust funds are appropriate resources.

  6. Required Documentation, Approvals and Routing

    1. Requests for postdoctoral concurrent teaching or research appointments exceeding the 33.3% maximum or other concurrent appointments (see section II. 1. and 2) should be sent to the Office of the Vice Chancellor for Research and Graduate Education - Human Resources, Room 307 Bascom Hall, via the payrolling Dean's Office. Please include fund account numbers, postdoctoral stipend amount, proposed concurrent appointment, rate of pay, beginning and end dates, and a brief justification.

      Requests for waivers (see section II. 4.) should include a copy of the donor's policy and a cover letter or memorandum outlining the request and should be sent to the Office of the Vice Chancellor for Research and Graduate Education - Human Resources, Room 307 Bascom Hall, via the payrolling Dean's Office.
