NetID and Training Requirements for External Personnel When the Health Sciences IRBs Are IRB of Record

This document outlines the netID and training requirements for external personnel when the Health Sciences IRBs (HS IRBs) will serve as their IRB of record for a study. These requirements must be completed before the HS IRBs can approve serving as IRB of record for these personnel. Who Examples NetID Required Training
Personnel affiliated with an institution or entity with an IRB
  • Faculty affiliated with an academic institution
  • Personnel affiliated with a community hospital or health system
  • Only the each site’s PI and one point of contact need to obtain a netID and be listed as study team members in the IRB application
  • Other personnel should be listed in a Delegation Log but do not need to obtain a netID
  • Human subjects research training is required
  • Training completed at another institution or entity is generally accepted
Personnel affiliated with an entity without an IRB or not affiliated with any entity
  • Personnel affiliated with a community organization
  • Independent consultants
  • A netID must be obtained for each person for whom the HS IRBs will serve as IRB of record and all must be listed as study team members in the IRB application
  • Human subjects research training is required
  • Training completed at another institution or entity is generally accepted
  • Personnel who have not completed training may access UW-Madison CITI training using their netID
Personnel at an international site without an ethics committee or other oversight body
  • Community members who conduct study activities, such as obtaining informed consent or interacting with subjects
  • Personnel should be listed in a Delegation Log, but do not need to obtain a netID or be listed as study team members in the IRB application
  • Human subjects research training is required
  • Training equivalent to UW-Madison CITI training is acceptable
  • Study teams may propose alternative plans for training personnel if completion of online training is not feasible
