Committee on Faculty Rights and Responsibilities Procedures

Below are the committee procedures for the Committee on Faculty Rights and Responsibilities.

The committee meets, as necessary, to consider appeals and referrals, pursuant to FPP 7.10., FPP 9.06., FPP 9.08., UWS 3.08., and UWS 4.03. New committee members receive and are briefed on the relevant legislation at the initial meeting of the committee.

A quorum of the committee exists when six or more members of the committee are present except for hearings for discipline or dismissal cases (see below). The chair of the committee is selected in the spring by the outgoing committee.

The chair is the designated spokesperson for the committee. All matters of the committee are referred to the chair.

All proceedings of the committee concerning appeals/referrals are considered confidential personnel matters and are conducted in closed session, unless requested otherwise by the appellant. Deliberations are conducted in closed session.

Support for the committee is provided by the secretary of the faculty and staff. Agendas and minutes are prepared by the secretary of the faculty in consultation with the chair.

Discipline and Dismissal Cases:

  1. Upon receipt of an appeal of the chancellor's disciplinary action or recommendation for dismissal, or referral of a disciplinary action or recommendation for dismissal by the chancellor, the chair calls a meeting of the committee to discuss the materials received. A hearing panel of 5 or more CFRR members will be selected by the chair for each case. All members of the panel will be present for the hearing.
  2. The committee may request legal counsel from the Office of Legal Affairs.
  3. By committee agreement, the chair schedules and conducts a prehearing meeting(s) with the parties to reach agreement on administrative details surrounding the appeal hearing.
  4. Hearings are conducted pursuant to provisions in FPP 9 and UWS 4.
