Chair Papp called the meeting to order at 1:04 pm.

Papp motioned, and it was seconded and approved to convene in closed session pursuant to Wis. Stats. 19.85(1)(c) and (f) for a chair election at 1:05. Susan Thibeault was elected chair for 2023-24.

Bernard-Donals motioned to reconvene in open session at 1:06. It was seconded and approved.

The minutes for the meeting of April 3, 2023, were approved.

Mike Bernard-Donals and Secretary Heather Daniels will work on a letter to the School of Medicine and Public Health regarding open CHS positions and faculty in a tenure track position.

Patrick Kass, Director of Transportation Services, reported that parking rates will increase 1% this fall. There will be no increase in flex parking or the bus pass. Afternoon and night rates will also stay the same. They are still looking at the possibility of a renewal system for permits in the future.

Karl Scholz, Provost, had his last visit with the University Committee. He expressed appreciation for his partnership with the UC and thinks shared governance is one of the reasons UW-Madison is a strong institution.

The University Committee received a memo from the Provost Office indicating the standard promotional rates will be tied to the pay plan from the state beginning with the 2023-24 increases. Increases were previously tied to inflation.

Nat Sherer, co-chair of the Recreation and Wellbeing Advisory Board, shared the 2021-22 annual report. In 2021-22 low facility usage continued with the pandemic and mask mandate. In January 2022, there was increased usage and scheduling of large events began. There was a segregated fee increase in spring of 2022. There will also be a need to increase fees in the future due to a sizeable increase in student wages up to $15 per hour.
