The meeting was called to order by Provost Paul DeLuca at 4:01 p.m. with 176 voting members present.

1. Memorial resolutions were presented for:

Professor Emeritus William Aquilino. faculty document 2368
Professor Emeritus James J. McCarthy. faculty document 2369
Professor Joshua Lowe Posner. faculty document 2370
Professor Emeritus Donald Ward Smith. faculty document 2371

2. Announcements/Informational Items.

Provost DeLuca asked for unanimous consent to re-order the senate agenda by moving item #11 (University Committee Resolution Accepting the HR Design Framework; Fac Doc 2375) to follow item #5 (Informational report on the membership of the Faculty Consultative Committee on Financial Emergency for 2012-2013).  Unanimous consent was granted.

Vice Chancellor for Administration Darrell Bazzell spoke briefly about a resource reallocation project currently underway that is designed to examine a different approach to the university’s budgeting process for its core mission needs.

3. Question Period.
There were no questions.

4. The minutes of 1 October 2012 were approved as distributed.

REPORTS

5. Provost DeLuca called attention to the informational report on the membership of the Faculty Consultative Committee on Financial Emergency for 2012-2013, as required by Faculty Policies and Procedures 6.36.
There were no questions or comments.

NEW  BUSINESS

6. Professor Mark Cook moved to adopt the Resolution Accepting the HR Design Framework. faculty document 2375
There were several comments.

Professor Chad Goldberg (District 71) moved to postpone the resolution until the 3 December 2012 Faculty Senate meeting.

The motion to postpone was seconded.

There was additional discussion.

Associate Professor Sara Goldrick-Rab (District 29) requested that the senate vote by paper ballot on the motion to postpone.The request was supported by ten senators pursuant to Faculty Policies and Procedures 2.10.C.

There was significant additional discussion.

The previous question was moved by Professor Michael Gould (District 93).  The motion was seconded.

Senators cast votes by paper ballot on the motion to postpone.  The motion to postpone passed: 103 yes, 52 no, 2 abstentions.

7. Professor Gary Weismer presented for discussion the Recommendation to Change the Name of the Department of Communicative Disorders in the College of Letters and Science to the Department of Communication Sciences and Disorders. faculty document 2376
