The meeting was called to order by Interim Chancellor David Ward at 3:33 p.m. with 166 voting members present.

1. Memorial resolutions were presented for:

Professor Emerita Ruth Danielson Davis. faculty document 2292
Professor Emeritus Richard G. Lawson. faculty document 2293
Professor Emeritus J. Thomas Shaw. faculty document 2294

2. Announcements/Informational Items.

Professor Emerita Patricia Wolleat and Professor Emeritus Richard Ralston reported on the university’s ombuds program.

3. Question Period.

There were no questions.

AUTOMATIC CONSENT BUSINESS

4. The minutes of 10 October 2011 were approved as distributed.

CONFIRMATION OF APPOINTMENTS

5.Professor Bradford Barham moved to confirm the appointment of Professor Linda Graham (Botany) to serve on the University Committee for the remainder of 2011-2012 to replace Professor Ann Palmenberg, who has resigned from the committee.

The motion passed without negative vote.

6. Professor Barham moved to confirm the appointments of Professor John Booske (Electrical and Computer Engineering) and Professor David Combs (Dairy Science) to serve on the Library Committee for the remainder of 2011-2012 to replace professors A. Baha Balantekin and Eileen Cullen, who are on sabbatical.

The motion passed without negative vote.

REPORTS

7. Professor Dale Bjorling submitted for informational purposes the Athletic Board Annual Report for 2009-2010. faculty document 2295

8. Chancellor Ward called attention to the informational report on the membership of the Faculty Consultative Committee on Financial Emergency for 2011-2012, as required by Faculty Policies and Procedures 6.36.

There were no questions or comments.

9. Professor William Tracy submitted for informational purposes the PROFS, Inc. Annual Report for 2010-2011. faculty document 2296

There were no questions or comments.

10. Professor Julia Koza submitted for informational purposes the Committee on Women in the University Annual Report for 2009-2011. faculty document 2279

There were two questions.

NEW BUSINESS

11. Professor Barham moved to adopt the Faculty Senate Resolution in Support of Funding for  Education in the State of Wisconsin. faculty document 2299

There was significant discussion.

The motion passed by hand vote.

12. Professor Barham presented for discussion the first reading of the University Committee Recommendation to Amend Faculty Policies and Procedures 5.13. Affiliations. faculty document 2297

There was one comment.

13. Assistant Professor Noah Feinstein moved to adopt the first motion presented in faculty document 2298 regarding Faculty Senate meeting audio recordings. faculty document 2298

The motion was seconded.

The motion passed by hand vote.

Assistant Professor Jelena Todorovic moved to adopt the second motion presented in Faculty
Document 2298 regarding Faculty Senate meeting audio recordings.

The motion was seconded.

There were several questions and comments.

SPECIAL ORDER

14. A motion was made and seconded to convene in closed session pursuant to Wis. Stats. 19.85 (1)(c) and (f) to consider the recommendation of the Committee on Honorary Degrees.  The motion passed without negative vote.

Professor David McDonald, chair of the Committee on Honorary Degrees, presented background information on the nominee for an honorary degree.

The senators voted by paper ballot whether to award the honorary degree.

The meeting adjourned at 5:02 p.m.

ADDENDUM TO THE MINUTES

On special order, the faculty met in executive session to consider the nomination by the Committee on Honorary Degrees, presented by Professor David McDonald.  One hundred twenty-nine valid ballots were cast for the nominees with the following results.

Uncounted ballots: 2; both ballots were cast by non-senators
