Canvas - "This website is under heavy load" Errors [RESOLVED]

Users may have experienced an error message, "This website is under heavy load", when accessing or working within the UW-Madison instance of Canvas.
Instructure technologists investigated then implemented a fix. This issue was first reported at 12:25 PM (CT) and was marked as resolved by the vendor at 1:15 PM (CT).
