Accessing ARROW for External Personnel Not Engaged in Research

Who are external personnel not engaged in research?

External personnel not engaged in human subjects research do NOT have an appointment or affiliation with UW-Madison, UWHC, UWMF and/or the Madison VA Hospital.  These types of external personnel include consultants who the IRB has determined are not engaged in research, as well as study monitors or site visitors.

How do external personnel access ARROW?

Anyone wanting to access ARROW needs a NetID and password.  See Accessing ARROW and the NetID Process for guidance on how to obtain and activate a NetID.

How do external personnel access studies in ARROW after they have a NetID and password?

For external personnel not engaged in research, study teams must do the following to allow them access to a study:

  1. The study team must ensure that the external personnel are indeed NOT engaged in research and no IRB approvals are required.  Study teams are encouraged to consult with the IRB office when making this assessment.
  2. After a study team confirms that the external personnel are not engaged in research, the study team can use the Edit External Personnel activity to allow the external personnel access to their study.
  3. NOTE: Do NOT use the Personnel Change form to add external personnel NOT engaged in research.  Do NOT list these personnel as key personnel in the IRB application.

How does the Edit External Personnel activity work?

The Edit External Personnel activity is available in the study workspace at any point in the IRB review process.  After external personnel have a NetID and password and have logged into ARROW or their account has been registered, study teams can click on the Edit External Personnel activity and search for that person.  After the study teams adds that person and completes the activity, the person selected will be able to have read only access to that study in ARROW.  These external personnel will NOT be able to edit the application or receive email notifications.

When is IRB approval needed for using the Edit External Personnel activity for external personnel NOT engaged in research?

IRB approval is typically not needed to allow external personnel NOT engaged in human subjects research access to a study in ARROW.  Study teams are strongly encouraged to contact the IRB office if they have any questions about whether external personnel are engaged in research for that study.
