DoIT's GitLab Container Registry Read-Only Oct. 1-2

In order to migrate DoIT's GitLab Container Registry (registry.doit.wisc.edu) to new storage, it will be in read-only mode on Saturday and Sunday, October 1-2, 2022. While in read-only mode, images can be pulled from the Container Registry. However, new images cannot be pushed to the Registry.
The migration is unlikely to take the full weekend, but users should plan on not being able to push new images during the outage window.
