DockerHub rate limiting starts on April 1

On April 1, DockerHub will begin limiting the pull rate for unauthenticated users. This change impacts any GitLabCI job that pulls images directly from DockerHub when the GitLabCI job runs.

Note that this change does not impact any GitLabCI job that pulls images from a registry other than DockerHub. For example, many GitLabCI jobs run on custom images that UW-Madison users have created for their own use.
Also, if your GitLabCI job uses the Shared Runner (DoIT Shared Tools - GitLab - Shared Runner) and relies on the default Docker image, you do not need to make any changes.
