UPDATE,16:21- People testing sending from external emails to a wisc email also get a bounceback message. So users cannot receive emails along with being unable to send them.
Individuals using Office 365 are receiving a message that, "A custom mail flow rule created by an admin at uwprod.onmicrosoft.com has blocked your message. blocked due to abuse." DoIT technologists are investigating and will provide an update as soon as they know more
