Standard Templates Updated 4/27

The Standard Template projects (all projects whose name starts with "st") were updated this weekend. The updates added the ability to open documents in a new window/tab (although it isn't recommended due to accessibility issues) and address some outstanding bugs reported by customers.
The following updates were pushed out to all Standard Template projects (projects with names starting with "st"):
- Tabs should now stay on the selected tab when editing
- Updated the preview link in the lower right to match the new v11.1 requirements
- Links in the tag line of the header should be white (instead of red)
- Added classes around the following items in the footer of each page:
- Copyright (class="copyright")
- Last updated (class="datestamp")
- Project's custom footer text (class="project-footer")
- Added the ability to open document links in a new window/tab
