When does it update?

There are some auto update and manual update processes: IMHO best to look at FIDO: Network Monitoring Tool and looking for 'update' in the list of documents.

AS59: Monday through Friday, staggered between 8am and 8:30am across the two hosts

Where are the logs?

/var/local/log/scripts/fido_event.syslog [rotated daily]

You can use $FIDO/bin/fido_logging_dump.pl to convert fido_event.log into something more readable
