Broken Links in OIM Compliance Agreement Emails

Some of the OIM Compliance Agreement emails sent out recently contained a broken link.
The broken links have "amp;" in the URL as in the example below.
https://oim.iam.wisconsin.edu/xlWebApp/complianceAgreement.do?method=view&requestKey=8cb7c4185e6b5250:2b7db28f2a473d51
There are two ways to work around this:
- Copy/paste the URL into your browser's address bar and remove the "amp;" so that it looks like this
https://oim.iam.wisconsin.edu/xlWebApp/complianceAgreement.do?method=view&requestKey=8cb7c4185e6b5250:2b7db28f2a473d51 - Open the email in the WiscMail web client and click the link. The link works correctly through the web client but not desktop clients.
