Chair Amy Wendt called the meeting to order at 1:06 p.m. Secretary of the Faculty Steve Smith distributed 2016-17 Budget in Brief. Minutes of the meeting of October 31, 2016, approved. Michelle Felber called attention to the Board of Regents meeting on Thursday, November 10. The UC discussed logistics and other plans for the Faculty Senate meeting.
Director of Workforce Relations (OHR) Patrick Sheehan presented draft Minor Protection and Adult Leadership Policy. This document primarily formalizes in policy what expectations and practices have always been and is based on and compliant with a new UW System policy. Following ample discussion around definitions, potential scenarios, exceptions, and reporting, the UC recommended several changes (primarily around compliance), which will be considered and brought back to UC with intent of presenting finalized policy at December Faculty Senate meeting.
The UC briefed Vice Chancellor for Finance and Administration Laurent Heller on developments related to hostile and intimidating behavior policies and the charge to the Commission on Faculty Compensation and Economic Benefits. Heller indicated that an announcement is forthcoming soon on the CHRO selection, that the Chief of Police search is about to announce finalists, and that the search for a new FP&M director is about to get underway. Heller updated the UC on FLSA-related changes, meningitis vaccinations, and possible changes to how System distributes GPR to campuses. Ample discussion, which also included performance-based funding metrics.
Provost Sarah Mangelsdorf distributed marked-up copy of the System draft consensual relations policy. This version was reviewed by legal services to determine its consistency with existing campus policy. Provision for pre-existing consensual relations added in. UC members registered several concerns, including inclusion of “potential” relationships and “advisory” as a relationship category. Ample discussion of the ad hoc committee on parental leave, primarily centering on whether the committee should be charged to look at modified duties for instructional staff or all employees. Mangelsdorf will discuss with ad hoc committee chair Bernard-Donals.
Chancellor Rebecca Blank and the UC discussed post-tenure review policy in preparation for both UW-Madison Senate and UW Board of Regents. Blank provided updates on the WID director search, meningitis vaccinations, and the recent stadium noose incident. The latter broadened into a discussion of micro-aggressions and ensuring that minority students and others feel safe on our campus and in our community. Wendt adjourned the meeting at 2:53 p.m.
