L&S Recruitment of Short-Term Staff

This document contains policies, procedures and links to documents related to staffing and recruitment of short-term instructional staff (STS) in the College of Letters & Science.

A Strategic Staffing Form (SSR) will need to be submitted for all STS open recruitment requests. Please work with your HR Recruitment Specialist for these requests (HR contacts can be found below).

Employment Agreements and Employment Contracts:

If hired via job requisition whether through a waiver or open recruitment, Workday will generate an Employment Agreement for the employee. Direct hires (hires without a job requisition waiver) will have an employment contract generated through Workday. We no longer need to send letters outside of Workday for Short-term Instructional Staff. 

Additional Language from Provost to include for instructional Employment Agreements/Contracts generated in Workday for the 2026-2027 Academic Year: 

"Please be advised that the University of Wisconsin Board of Regents and the University of Wisconsin Madison are currently working to develop instructional workload policies, in accordance with recently enacted state law, that have the potential to result in adjustments to teaching responsibilities for some faculty, clinical faculty, and instructional academic staff positions, possibly including yours."

STS Position/Reappointment Limitations and Converting Terminal STS to Renewable

Short-term staff have strict policies and limitations surrounding their positions. Please see addendum below for information on STS reappointments, limitations and converting STS to ongoing-renewable. 

STS Titles that require a Job Requisition (can be wavier or open recruitment)

Most short-term instructional staff in the College of Letters & Science are hired with academic staff titles such as:

  • Lecturer
  • Teaching Specialist
  • Teaching Faculty

STS Job Requisition Waiver (Waive Open Recruitment) 

Academic staff positions at L&S are expected to be posted for open recruitment to ensure that positions are made available to the public as much as possible and to help generate the widest possible applicant pools for L&S as a whole. However, a waiver of open recruitment via Job Requisition Waiver is allowed in some circumstances.

Please note the approval process for a waiver can take a few days, so please plan accordingly.

  STS Open Recruitment  

Open Recruitment for STS should be used when there isn’t a candidate in mind to instruct a course. Hiring STS via open recruitment also allows the possibility of converting them to ongoing-renewable. Please see “STS Position/Reappointment Limitations and Converting Terminal STS to Renewable” addendum for more information.

The minimum posting time for STS titles is two weeks. The approval process can take a week or more, so please plan accordingly.
Once you receive STS approval please work with your Recruitment Specialists on next steps.

STS Direct Hires

L&S does not require job requisitions for the titles listed below (although Visiting Faculty may be hired via an open recruitment job requisition if desired). 
Please follow the specific instructions for each title:

Since these titles will not be hired via job requisition, an employment agreement will not generate for them through Workday. Please send a draft letter and the candidates’ most up to date CV to your HR Business Partner to review/approve.

Calculating Gross Salary & Biweekly Salary

Most short-term instructors are paid based on a 9-month, C-Basis rate (see L&S Standard Rates for Short-term Staff and Student Assistants).
Calculate the biweekly salary manually using the following formula:
C-basis comp rate divided by 19.5 (the number of biweekly pay periods in an academic year) multiplied by the appointment FTE.
Example: 33.4% STS with a C-basis comp rate of $45,000:
($ 45,000 / 19.5)  * 0.334  =  $ 770.77
