IRB Office Administration

This section outlines the IRB Office's policies, resources, and organizational structure.

Overview

The IRB Office is part of the UW Madison Human Research Protection Programs (HRPP) and falls under the Office of the Vice Chancellor for Research (OVCR). The HRPP is a collective effort of all who participate in the conduct, review, approval, monitoring, and facilitation of human subjects research. The HRPP is composed of three domains -the Organization, IRBs, and Researchers and Research Staff. At UW-Madison, the HRPP provides oversight for and conducts all research activities involving human subjects.

The Institutional Official (IO) is ultimately responsible for ensuring the protection of human subjects at UW-Madison and maintaining oversight of the entire UW-Madison HRPP. The Director of the Office of Research Compliance reports directly to the IO and oversees the Office of Research Compliance (ORC) and the IRB Office. View the OVCR organizational chart here.

IRB staff members may need to utilize administrative services at the university, the OVCR, and the IRB Office levels, all of which are outlined in this section.

   

Organizational Structure

Teams: The IRB Office is divided into two large teams, the Minimal Risk Research (MRR) Team, which supports the MRR IRB, and the Health Sciences (HS) Team, which supports the HS IRB. Analysts typically review applications that are under the auspices of the IRB that their assigned team supports.

IRB Office Leadership: Each Team has a Team Manager that serves as direct supervisor of the team members, as well as oversees analyst workloads and prioritization of reviews. Each Team Manager reports to an Assistant Director for that team and the Assistant Directors report to the Director of the IRB Office. The Director reports to the Director of the Office of Research Compliance (ORC).

Central resources: Use the UW-Madison’s main website for campus-wide resources: https://www.wisc.edu/. The search function is a helpful tool in finding resources, policies, and contact information across the campus.    

MyUW: This campus resource provides IRB staff with a suite of integrated information resources that are tailored to their role and interests. MyUW is maintained by the Department of Information Technology (DoIT). Resources you can access within MyUW include benefits information, payroll details, leave reporting, annual tax information, and numerous others. You will need your NetID and password to log into MyUW.   

Department of Information and Technology (DoIT) and Contracted Partner Help Desk: For minor issues including problems with audio/visual, unexpected errors accessing campus/internal applications or any general first-time issues, please reach out to Office Administrator, Robert Whitehead. If the issue persists or directly interrupts your ability to get your work done, please reach out for DoIT support

Title and Total Compensation Project (TTC): The University of Wisconsin–Madison and the University of Wisconsin System are engaged in a redesign of job title and compensation structures. Performance Management and Development Program (PMDP): UW-Madison has a performance management policy and the following site provides information needed to track activities. 

Employee Assistance Office (EAO): EAO professional staff offer counseling and consultation at no cost to UW–Madison faculty, staff, graduate student employees, significant others, and family members. The services of the Employee Assistance Office are confidential. With the help of the Employee Assistance Office, employees and leaders develop the skills they need to understand and cope with challenging issues before they develop into more serious concerns. 

Lifematters is provided by EAO and has 24/7 counselors available via phone, text or video.   

The University has additional resources available to staff who are experiencing and/or witnessing Hostile and Intimidating Behavior, Sexual Misconduct, Discrimination, Disability, Mental Stress and Burnout, Work-Life Balance Issues, or Interpersonal Conflict.  Staff may also enroll in professional development courses related to these topics.

Academic Staff Executive Committee (ASEC): Academic staff are respected professionals who hold positions in virtually every unit on campus. These positions are either unique to higher education and/or provide direct support for academic programming and/or develop and implement policies at UW-Madison. The Secretary of the Academic Staff Office prepares an annual Academic Staff Fact Sheet available for more information. In addition, the ASEC acts as the day-to-day administrative executive committee for the Academic Staff Assembly and for the academic staff at large.

Remote work agreements: The OVCR currently allows a 60/40, in office/work from home split for local employees.  The UW Remote Work Policy can be found here. Remote work agreements are reviewed annually, at a minimum, and may be adjusted based on changes to UW or OVCR policy, the needs of the office, and staff performance.

Staff are issued a laptop, 2 monitors, a keyboard/mouse, and one docking station.  They must provide any additional electronics, a stable internet connection, and any office furniture needed to work from home.

Private Offices: Private offices in UBOB are assigned based on seniority and supervisory roles within the IRB Office. Individuals assigned to private offices should expect that their office may be used by other staff on days when the officeholder is working remotely.  

Conference Rooms: There are three spaces in UBOB designated as conference rooms.  

Autonomy, the conference room with windows, is generally used for small group meetings and consultations.  

Justice is the file/conference room and can also be used for small group meetings and consultations.  

Both are outfitted with AV equipment for these purposes, including hybrid meetings.  DoIT supports the AV equipment in the conference rooms, so contact the DoIT VIP Help Desk with technical issues when Rob or Aly are not available.  

The Beneficence conference room is an extra private office space that IRB staff can use as a private workstation or to have one-on-one meetings when the other conference rooms are booked.  Conference room reservations should list the room name as the location and be made in advance using the shared HS Scheduling calendar.    

Parking: The IRB Office holds six parking spaces as part of the UBOB lease.  These spaces are assigned to IRB Office staff based on the UW-Madison campus parking algorithm that accounts for years in service and salary.  The parking allotments are reassessed each year prior to campus parking sign-up, so that those employees that work in UBOB can request campus parking if they are not assigned a UBOB spot.  UBOB spot holders should expect that their spot will be used by other staff on days when the spot holder is working remotely.  Staff signing up for open spots must schedule in advance using the IRB Office shared calendar.

Phones/VOIP: DoIt supports the IRB Office’s phone lines.  There is a quick reference guide for how the phones work. To make changes to your phone or Jabber there is a Self-Care Portal.  To manage voicemail, you need to visit Unity Connection. There is also information on Cisco Jabber, including what it is and instructions on downloading it to your computer.   

Equipment/Office Supplies: Currently, office supplies are acquired through Shop@UW. Equipment and hardware are primarily acquired through DoIT VIP equipment request. Staff may submit their requests via this form: Office Supply/ Equipment Request and IRB Office Administration (Aly or Rob) will direct and fulfill the request.

IRB Website

Web Site General: The IRB Office maintains a WordPress website for the Health Sciences and Minimal Risk Research IRBs. The IRB Office received support from OVCR IT in building and maintaining the IRB website. Questions about the IRB website should be directed to Monica Esquibel. 

UW-Madison HRPP Toolkit library is maintained on the IRB website here.  

Toolkit Feedback: IRB Staff can log feedback on Toolkit Library materials in the UW-Madison HRPP Toolkit Feedback tool available here. This feedback tool is maintained by the Toolkit Management Team, which consists of members from the HRPP Quality and Compliance Analyst Team as well as the IRB Office.    

Toolkit Management and revisions: The UW-Madison HRPP Toolkit Library undergoes updates and revisions every June and December. The Toolkit Management Team solicits and maintains feedback from IRB Staff, IRB Members, and the Research Community and updates the Toolkit Library materials accordingly every six months. The TMT can reach out to Huron Consulting group with questions prior to revising the Toolkit Library materials.

Queue Management/Submission Management

The IRB submission manager (IRBSM) is responsible for assigning items to IRB analysts by the criteria stored in the IRBSM Materials Box folder. Utilizes the IRBSM Checklist to perform admin review and the IRBSM Reviewer Assignment Table to perform assignment triage.
