Provost and Vice Chancellor for Academic Affairs Karl Scholz called the meeting to order at 3:30 p.m. with 147 voting members present (100 needed for quorum). A memorial resolution was offered for Professor Emeritus Maurice Barnett (Barney) Webb (Faculty Document 3046).

Provost and Vice Chancellor for Academic Affairs Karl Scholz encouraged senators to visit the Chazen Museum and the Sifting and Reckoning Public UW-Madison History Project exhibit and the companion website.

There is a search underway to select the next dean and vice provost of the International Division. Guido Podesta is stepping down at the end of the fall 2022 semester. Barry Gerhart from the School of Business will serve as interim dean effective January 1, 2023. Ellen Sapega, faculty member and department chair in the Department of Spanish and Portuguese, is chairing the search committee.

WARF has announced a $66.1 million base grant to UW-Madison for the 2022-23 year. The total gift from this year from WARF is $130 million including supplemental grants, operational support and support for the Morgridge Institutes for Research.

The Board of Regents approved a lease for lab space at the planned Elements Labs in Research Park. 51,000 square feet of office and lab space will be available to UW-Madison researchers. The project is expected to be finished in fall of 2023.

Professor Monica Kim, Department of History, was named a 2022 MacArthur Award. Professor Marcel Schreier, Department of Chemical and Biological Engineering, was awarded a Packard Fellowship. Professor Tracey Holloway, Nelson Institute for Environmental Studies, was elected a member of the National Academy of Medicine.

Lauren Papp, University Committee chair (district 120), mentioned events happening this month both for Native November as well as National Veterans Month.

The minutes of the October 3, 2022 meeting were approved by consent.

Vice Provost for Libraries and University Librarian Lisa Carter presented the University Libraries Committee annual report for 2021-2022 (Faculty Document 3047). Provost and Vice Chancellor for Academic Affairs Karl Scholz presented the University Academic Planning Council annual report for 2021-2022 (Faculty Document 3048). Professor Eve Emshwiller (Botany, district 47) presented the University Lectures Committee annual report for 2021-2022 (Faculty Document 3049). Professor Lori Lopez (Communication Arts, district 49) presented the Campus Diversity and Climate Committee annual report for 2021-2022 (Faculty Document 3050). There was one question for the Campus Diversity and Climate Committee; there were no other questions on these reports.

Professor Lauren Papp, University Committee chair (district 120), moved approval to amend Faculty Policies and Procedures to allow the possibility of university staff to participate in the annual preference balloting for department chair (Faculty Document 3044 revised). The motion was approved.

Professor Fernando Tejedo-Herrero, University Committee member (district 120), moved approval to amend Faculty Policies and Procedures to further define emerit status, include new language on eligibility or dismissal while in a faculty role, and provide a mechanism for removal of the status that would begin with a vote of the department executive committee. Several faculty senators spoke to the motion, primarily against or with questions. Professor Peter Adamczyk, faculty senator (Mechanical Engineering, district 39), moved to amend the motion on the floor by changing the language in FPP 7.31.C. The amendment was seconded and approved, with a few faculty senators opposed. The motion with the amendment was approved (Faculty Document 3045 revised 2).

Professor Susan Babcock, University Committee member (district 120), moved approval to amend Faculty Policies and Procedures to correct a reference in FPP 2.02 (Faculty Document 3051). The motion was approved.

Professor Judd Kinzley (History, district 60) presented a first reading of a proposal to amend Faculty Policies and Procedures to include a Library Resources Committee for the Arts, Social Sciences and Humanities (Faculty Document 3052). A vote on this item is anticipated at the December meeting.

A request to allow undergraduate student representatives from the Wisconsin Student Climate Action Coalition to speak was passed by automatic consent. The coalition provided information on their goals and asked the Faculty Senate to create an ad hoc sustainability and divestment committee, to support the previous Faculty Senate Climate Divestment and Procurement Resolution.
