The meeting was called to order by Provost Paul DeLuca at 3:32 p.m. with 175 voting members present.

2. Announcements/Informational Items.
Professor Judith Burstyn announced that Professor Brad Barham will chair the University Committee in 2011-2012. She also thanked senators for their participation and contributions during the past year.
Professor Barham thanked outgoing University Committee members, Professor Burstyn and Professor Gail Geiger, for their service on the University Committee
3. Question Period.
Provost DeLuca called attention to a handout distributed at the door, which included questions from Assistant Professor Douglas Soldat (District 19) regarding open records requests received by the university.
Professor Soldat made a follow-up comment.

NEW BUSINESS
 
13. Professor Burstyn moved to adopt the Faculty Senate Principles in Support of Key Flexibilities for UW-Madison presented in faculty document 2280, which was distributed at the door. faculty document 2280
There was significant discussion of the motion.
The motion passed without negative vote.
14. Professor Burstyn provided background information for a discussion of the Faculty Senate Position on the Public Authority Proposal.
Associate Professor Shawn Conley (District 4) moved the following:
“Because of the great diversity of opinion, and to allow time for a deepening and widening of the discussion, we move that the Faculty Senate not take a position at this time on public authority status for the University of Wisconsin-Madison, while affirming support for the principles of flexibility and governance adopted by the Faculty Senate on February 7th, 2011 in document 2244b. We also move that the Faculty Senate, through the University Committee, convene an ad hoc committee to identify alternative mechanisms to achieve the governance principles and financial flexibilities articulated in document 2244b, and to report its findings back to the Faculty Senate within six months. In order to allow for this necessary process of analysis and deliberation, we further move that the Faculty Senate supports the removal of the public authority proposal from the current biennial budget bill.”
The motion was seconded.
Professor Cyrena Pondrom (District 55) moved to substitute the motion on the floor with the following:
“Whereas the Principles in Support of Key Flexibilities for UW-Madison are essential for
maintaining the strength and international excellence of the institution; and
Whereas no plan has been advanced by the UW System which will assure we receive these
flexibilities; and
Whereas the public authority model advanced as a part of the New Badger Partnership does provide these flexibilities;
The Faculty Senate expresses its support for the public authority model for the operation of the
UW-Madison.” 
The motion to substitute was seconded. 
There was considerable discussion. 
Assistant Professor Mark Johnson (District 29) moved to amend the substitute motion by adding the
following: 
“Should the draft proposal to establish chapter 37 and convert UW-Madison to public authority status be removed from the draft biennial budget bill, the Faculty Senate affirms support for the principles of flexibility and governance adopted in faculty documents 2244b and 2280 and, through the University Committee, will convene an ad hoc committee to identify alternative mechanisms to achieve the governance principles and financial flexibilities articulated in documents 2244b and 2280, and to report its findings back to the Faculty Senate within six
months.” 
The motion to amend the substitute motion was seconded. 
Again, there was considerable discussion. 
The motion to amend the substitute motion passed by hand vote, 83 yes, 56 no. 
Discussion whether to substitute the original motion continued. 
Associate Professor Eric Schatzberg (District 82) moved to amend the amended substitute motion by
adding the following: 
“The Faculty Senate authorizes the University Committee to support compromise legislation to
achieve the goals of faculty document 2280.” 
The motion to amend the amended substitute motion was seconded. 
The motion to amend the amended substitute motion passed by hand vote. 
The motion to substitute the original motion passed by hand vote.
The provost relinquished his role as presiding officer, and Professor Burstyn assumed that role.
The substitute motion was discussed.
The provost resumed the presiding officer role.
The substitute motion passed by hand vote.
The meeting adjourned at 5:29 p.m.

University of Wisconsin Faculty Document 2247 Madison 7 March 2011 MEMORIAL RESOLUTION OF THE FACULTY OF THE UNIVERSITY OF WISCONSIN-MADISON ON THE DEATH OF PROFESSOR EMERITUS RAYMOND RUSSELL BROWN Raymond Russell Brown was born to Anna E. and William Frederic Brown in 1926 in Calgary, Alberta, and grew up on a farm near Kathyrn, Alberta. He began his education in a one-room schoolhouse, then attended Mt. Royal Junior College on a scholarship. He received a BS and an MS (1950) in organic chemistry from the University of Alberta, synthesizing analogues of mitotic inhibitors. He received his PhD in 1953 at the University of Wisconsin, working at the McArdle Laboratory with Dr. James Miller, studying the mechanisms of cancer induction in laboratory animals. Ray joined the Division of Clinical Oncology in the Department of Surgery as an assistant professor working with Dr. James M. Price and Dr. Anthony R. Curreri, who were studying tryptophan metabolism in humans. Ray's research continued with focus and productivity in that direction, studying the metabolism of tryptophan in oral contraceptive users and patients with bladder, liver, and breast cancers. His research philosophy reflected his understanding of the multiple roles of tryptophan, which include its role as a precursor of serotonin, melatonin, and NAD, as well as the potential toxicity of some of its metabolites, including picolinic and quinolinic acids. The discovery by Dr. Osamu Hayaishi's group of tryptophan metabolism via indoleamine dioxygenase (IDO), and the induction of this enzyme by interferon, revealed a role for tryptophan metabolism in inflammation and in modulation of the immune system. This development led Ray to become involved in research on tryptophan in additional areas, including rheumatoid arthritis, AIDS, inflammatory lung disease, and the eosinophilia-myalgia syndrome. Ray published over 90 papers in the tryptophan field. Other research interests included aspects of vitamin B 6 metabolism and the role of dietary fats in cancer. Ray's interest in tryptophan led him to join with other colleagues, including (among others) Drs. Ryo Kido and Osamu Hayaishi (of Japan), Dr. Walter Kochen (of Germany), and Dr. Graziella Allegri (of Italy), in founding the International Study Group for Tryptophan Research (ISTRY) in 1974, with the aim of fostering international collaborations and friendships in this field. Ray took great pride in hosting its second meeting in Madison in 1977. In 1998 he, along with Drs. Kido and Kochen, was awarded the first honorary membership in ISTRY
