The meeting was called to order at 2:01 p.m.

The minutes of November 30 were approved.

General Reports

Lesley Fisher, Deputy Secretary of the Academic Staff, reported that the dean of the Graduate School reporting line change passed at the recent Faculty Senate meeting. There will be two virtual listening sessions to provide input on the vice chancellor for research search. The first is on December 11 from 12:00pm-1:00pm and the second is on December 20 from 11:00am-12:00pm. Nominations are being accepted for the Academic Staff Excellence awards, and the submission deadline is Monday, January 29.

Liaison Reports

Julie Hunt Johnson reported that she met with the School of Veterinary Medicine CASI for the first time.

Guests: Patrick Sheehan, Chief Human Resources Officer and Karen Massetti-Moran, Deputy Chief Human Resources Officer, Office of Human Resources (OHR)

Patrick reported that conversations regarding the pay plan are ongoing. A resolution would hopefully include approval of the trades contract, which is also outstanding.

OHR is monitoring a proposed increase to the salary threshold for FLSA exemptions and is forecasting what the impacts would be to UW-Madison. If the salary threshold is increased, it would likely increase the number of non-exempt academic staff.

In Workday, there will be one template for performance management and all employees, except faculty and instructional academic staff at UW-Madison, will have reviews conducted annually at the start of the fiscal year. There are multiple teams working on the change management process to get all employees synced up on the annual review timeline.

The Compensation Center of Excellence (CCoE) has been looking at job groups and where they’re seeing concerns with titles. If there are concerns about how titles are being used, CCoE is creating additional guidance but this is challenging because of differences between schools/colleges/divisions. CCoE is also looking and compression and parity issues across campus.

OHR does not monitor business titles. The use of business titles is at the discretion of individual units, but the general guidance is to not inflate an employee’s responsibilities. If an issue arises with the use of a business title, OHR will look into it.

Guest: Beth Meyerand, Vice Provost for Faculty and Staff Affairs

Vice Provost Meyerand discussed a recent Academic Staff Chat about recognizing colleagues in the workplace. Takeaways from the chat include ensuring recognition of colleagues that work remotely, finding ways other than formal awards to recognize colleagues, and understanding how staff prefer to be recognized. She and Jake Smith are going to investigate if training or guidance for writing letters of nomination exists on campus. If not, they will work on creating it.

The creation of a unified hostile and intimidating behavior (HIB) policy is in progress. Vice Provost Meyerand has also been working with OHR to create an online HIB training, which will be available soon. Additionally, OHR is creating a webpage to help define what is and is not HIB.

Motion to appoint Kara Luedtke to the Communications Committee (Hunt Johnson). Seconded. Approved.

  • December Assembly Prep

Nola Walker will move approval of the ASPP Change Chapter 14 if a member of the Compensation and Economic Benefits is not available.

  • Age in the Workplace Committee Charge Discussion

ASEC members will review the draft charge and discuss it at their next meeting.
