The meeting was called to order at 2:01 p.m.

The minutes of May 23 were approved with one correction.

Motion to Convene in Closed Session Pursuant to Wis. Stats. 19.85(1)(c), and (f) to Discuss Appointment to the Ad Hoc Committee on Age in the Workplace (Cole). Seconded. Approved.

Motion to Reconvene in Open Session (Cole). Seconded. Approved.

General Reports

Albert Muniz, ASEC Chair, reported that the Coordinating Committee is wrapping up their work and asked ASEC members if they had any questions they would like him to ask.

Donna Cole reported that a member of the Big10 Collaboration on Staff Advocacy asked for information about other institutions’ bullying policies.

Interim Chief: culture and climate at UWPD; lessons learned from protests/encampment; preparations for fall semester

In April, the Department of Labor announced a final rule altering overtime pay regulations. On July 1, the minimum salary threshold for an employee to be classified as exempt will increase to $43,888, and it will increase again on January 1, 2025 to $58,656. The final rule also includes automatic updates to the salary threshold every three years. This will increase the number of employees on our campus that will be subject to overtime. Employees affected by this change will not change employment categories, and it’s not anticipated that employee benefits will change. The Office of Human Resources (OHR) is creating materials to support employees through this change.

OHR is working through how to operationalize the position cap. They’ve developed a draft strategy that executive leadership is reviewing. Authority would be delegated to deans/directors to manage the number of positions they have been allocated. We have approximately 22,000 positions on our campus, and approximately 8,000 are subject to the cap.

The paid parental leave policy has a July 1 effective date. Policy guidance is available on the OHR website, and they are providing training to divisional disability representatives across campus. Additional communications about the policy will go out to campus in the coming weeks.

Lynn presented on the knowledge and skills project her team has been working on. A list of 64 knowledges and skills have been mapped to 1,200 different UW-Madison job titles. There will be a knowledges and skills hub, which will be a website resource for employees who want to develop their skills, stay relevant in their career, or want to learn something new. Each knowledge and skill will have a landing page with at least one learning recommendation associated with it. There will be formal and informal learning opportunities available. Additionally, job titles in the standard job description library will have knowledges and skills associated with them. The hub is scheduled to go-live in July, at which time there will be a campus announcement.
