ACADEMIC STAFF ASSEMBLY MEETING MINUTES

Vice Provost Michael Bernard-Donals called the meeting to order at 3:31 p.m.

Automatic Consent
The Academic Staff Assembly minutes of Monday, October 9, 2017, were approved.  

Standing Committee Reports
Kevin Niemi, ASEC chair, reported that ASEC met with the Chancellor.  They also met with Laurent Heller, Vice Chancellor for Finance and Administration, and presented a proposal for an increase in funding for professional development grants due to an increase in the number of academic staff on campus.  ASEC has been discussing the idea of a research professor title with Marsha Mailick, the Vice Chancellor for Research and Graduate Education.  Vice Chancellor Mailick is in favor of adding this title.  There is also an academic staff ad hoc committee looking at this issue.  ASEC continues to meet with Mary Luther regarding the Title and Total Compensation study.  

Kevin Niemi reported on behalf of the Academic Staff Professional Representation Organization.  Members of the board met with UW System President Ray Cross.  A member of the academic staff was able to address the Board of Regents at their meeting on November 9 regarding the reorganization of UW Colleges and UW Extension.  In regards to the campus metrics project, campuses will be able prioritize metrics for each campus.  ASPRO is keeping an eye on the fetal tissue research bills that are in the legislature as well as following the issues of measuring instructional academic staff workload.  

Lauren Hasselbacher, Campus Title IX Coordinator, and Patrick Sheehan, Workforce Relations, Office of Human Resources, presented an updated draft policy on sexual harassment and sexual violence.  UW System directed each campus to come up with a policy.  The Provost appointed a committee to draft the policy in compliance with state and federal laws.  The policy outlines that type of prohibited conduct as well as the investigatory and disciplinary procedures.  Attached to the policy is a list of Title IX responsible employees.  Training will be available for these employees at a later date.  This policy contains the training requirement that was mandated by UW System.  The training is online, but can also be done in person.  This training will need to be completed every three years.  Employees who don’t complete training or supervisors whose employees do not complete training, will not be able to receive a pay adjustment.  

Kevin Niemi, ASEC chair, explained the next steps regarding the Policy on Sexual Harassment and Sexual Violence.  The Academic Staff Assembly passed a previous version of a policy on sexual harassment, which is Assembly document 275.  At the next Assembly meeting, the Assembly will be asked to endorse this new policy.  It will also be asked to revise the previously passed policy removing the sections related specifically to sexual harassment and keeping the sections related to freedom of speech.

Business

Resolution on Board of Regents Action Regarding Regent Policy Document 6-4, “Selection Process for System President, Chancellors, and UW System Senior Leadership”
Deb Shapiro (ASEC) moved the Academic Staff Assembly approve this resolution.  Seconded.  Motion Approved.

Resolution on Board of Regents Action Regarding Regent Policy Document on Committee to Academic Freedom and Freedom of Expression
Jim Rogers (ASEC) moved the Academic Staff Assembly approve this resolution.  Seconded.  Zach Zopp (ASA District #308) moved to refer the resolution to ASEC.  Seconded.  Motion to refer to ASEC Approved.

Resolution Calling for the Creation and Implementation of a Campus-wide Action Plan
Lindsey Stoddard Cameron (ASEC) moved the Academic Staff Assembly approve this resolution.  Seconded.  Motion Approved.

Resolution to Support the Realignment of UW-Extension Cooperative Extension
Bill Tishler (ASA District #467) moved the Academic Staff Assembly approve this resolution.  J.J. Andrews (ASA District #453) moved to postpone until February 2018 Academic Staff Assembly meeting.  Seconded.  Motion to postpone Approved.
